Position: Director of Compliance and Title IX Coordinator

Status: Full-time, Regular (12 months), Exempt

Department: Finance and Administration

Reports to: Dean of Students

Salary: $75,000.00 - $80, 000.00

Description: Director of Compliance and Title IX Coordinator is the key resource for the college in ensuring compliance with all obligations under Title IX, the Violence Against Women Act (VAWA), and Clery Act, and a variety of federal and state laws.

Duties & Responsibilities:

Clery Act Compliance

  • Serve as the College’s designated Campus Safety Survey Administrator as defined by Department of Education correspondence.
  • Develop the Clery Compliance policy and required programs and activities.
  • Ensure the College’s continued compliance.
  • Prepare, publish, and distribute the Annual Security and Fire Safety Report.
  • Train Campus Security Authorities and other stakeholders on Clery Act requirements.
  • Serve as the Records Custodian for all Clery Act records.
  • Submit annual crime statistics to the Department of Education as requested.

Title IX Coordinator

  • Coordinate the development of a method to survey college climate and collection and analysis of information from survey.
  • Coordinate the implementation and administration of the College’s procedures for resolving Title IX complaints and ensure that complaints are resolved promptly and appropriately.
  • Manage the College’s response to all complaints involving possible sex discrimination/harassment to monitor outcomes, identify patterns, and assess effects on campus climate.
  • Provide training and technical assistance on school policies related to sex discrimination and develop/sponsor programs/trainings on issues related to Title IX.
  • Regularly assess the adequacy of current training opportunities and programs and propose improvements as appropriate.
  • Review Title IX complaints and assign them for investigation.
  • Maintain the database used to track Title IX complaints against students.
  • Provide monthly and annual reports, as requested, of the status of complaints received and investigations in progress.
  • Conduct training on Title IX and the investigative process for students, employees, and the Conduct Hearing Board.
  • Assist in annual update to the Community Guide.

NYS Article 129-A&B

  • Ensure compliance by overseeing the College’s response policies and procedures relating to Intimate Partner Violence (Domestic Violence, Dating Violence), Stalking and Sexual Assault.
  • Coordinate and assist with required annual training for all individuals participating in the Conduct System, including the Conduct Hearing Board.
  • Coordinate all required on-boarding training for new students, as well as all required student groups.
  • Ensure the annual uploading of the required Certificate of Compliance.
  • Provide and upload the annual Aggregate Data Report.
  • Sit on the Advisory Committee on Campus Security as an ad-hoc member, ensure that final report is completed.

Emergency Management

  • Assist in the annual update of the College’s Emergency Management Plan and Incident Action Plans, ensuring that the Plan meets NIMS/ICS standards and ensure distribution to President, Cabinet and EMPG.
  • Ensure the annual update of Continuity of Operations Plans (COOPs).
  • Serve in EOC as needed.
  • Sit as a member of the Emergency Management Planning Group.
  • Send Bobcat Alerts when Campus Safety is unable.

Other Duties

  • Assist with other compliance duties as needed or assigned by the College.

Qualifications:

  • Bachelor’s degree, Master’s degree; preferred.
  • Three to five years of recent progressively responsible experience in managing and leading compliance in Title IX, EEO, discrimination, harassment, and retaliation programs preferable in a higher education or similar institution.
  • A current and thorough understanding of best practices and trends related to the issues surrounding Title IX and Clery Act.
  • Demonstrated working knowledge of and ability to interpret federal and state equal opportunity and non-discrimination laws and regulations, institutional-specific policies, practices, and procedures, identify best practices and trends regarding discrimination, harassment, retaliation practices that violate Title IX.
  • Experience developing and leading training and education programs to all constituencies across the campus and assess training effectiveness.
  • Excellent verbal and written communications skills with the ability to convey complex yet highly sensitive and emotional issues appropriately and with empathy.
  • Skilled in effective investigation techniques and analyzes information and data to reach sound decisions and conclusions.
  • Ability to work with a broad range of diverse individuals and groups to form a safe and inclusive campus community.
  • Demonstrated advanced cultural competence.
  • Demonstrated ability to effectively work both independently and in a team environment.
  • Balances the multiple, varying, and even conflicting interests of diverse stakeholders.
