Agency Description 

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

Job Description

Position Summary

The OnePhilly Trainer will be responsible for identifying educational needs, designing material, and ensuring all employees take basic Oracle EBS Navigation training.

Essential Functions

  • Design technical manuals with step-by-step instructions.
  • Conduct role-specific training on Oracle EBS for New Functional Leads.
  • Evaluate the effectiveness of each educational session.
  • Maintain updated records of training curriculum and materials.
  • Review company policies on computer use and cyber security.

Competencies, Knowledge, Skills and Abilities

  • Experience delivering a combination of classroom, virtual, and/or one-on-one training.
  • Knowledge of the principles of training, learning methodologies, and the ability to instruct and motivate.
  • Experience designing technical course material.
  • Familiarity with web-based learning platforms and modern educational techniques.
  • Good understanding of corporate computer security principles.
  • Excellent communication skills with the ability to explain technical terms plainly.
  • Computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel)
  • Advanced technical skills in e-learning and mobile training.
  • Strong interpersonal skills and the ability to work well with others.
  • Teaching ability and a calm, caring demeanor.
  • Keen attention to detail.

Qualifications

  • Bachelor’s degree in related or a combination of education and progressively responsible work experience in related area may be substituted in lieu of a four-year degree.
  • Minimum of five (5) years relevant experience as a technical trainer, training coordinator, or any other similar role.
  • Proven work experience as an IT Trainer, Technical Trainer or similar role with Oracle EBS, preferred but not required.

Salary range: $65,000- $75,000
