The Digital Transformation Project Manager is responsible for maintaining enterprise continuity in the design, development, and deployment of cross-functional transformation projects that enable USO business segments to achieve the projected outcomes of the USO Digital Transformation Roadmap. Additionally, they build towards the long-term goal of establishing data as an organizational capability and culture within USO.
Principal Duties and Responsibilities (*Essential Duties)
- Partner with USO Business Units, and supporting vendors, to execute the USO Digital Transformation Roadmap spanning a variety of strategic and transformative projects. Projects will include the unification and modernization of an enterprise CRM platform, definition and delivery of an enterprise data governance strategy, modernization of the USO digital experience for service and family members, and additional product and platform upgrades intended to improve the efficiency and effectiveness of the USO mission.*
- Analyze, scope, develop plans, and coordinate allocation of resources utilizing agile project management methodologies and frameworks to implement projects and initiatives in support of USO’s Digital Transformation Roadmap through operational go live and enhancement. *
- Coordinate with internal customers to identify requirements, scope, cost, resources, schedule, and quality objectives. Ensure projects meet customer needs.*
- Evaluate information gathered from a variety of internal and external sources including but not limited to interviews, documents, requirements workshops, surveys, business process descriptions, task and workflow analyses in order to identify, analyze, and prioritize business requirements.*
- Partner with department stakeholders to identify priorities and initiatives to achieve business and mission objectives. Develop project plans that achieve these business objectives while maintaining enterprise continuity across co-executed projects*
- Develop, organize and maintain project lifecycle-related documentation including scope of work, functional specifications, requirement specifications, project timelines and deliverable acceptance documents related to current and prospective Digital Transformation (DT) projects.*
- Define, implement, track and audit DT performance metrics to assess operating costs, productivity levels and upgrade requirements for existing CRM systems. Manage DT operational budget, timeline, and strategic planning, including business requirements, project planning, organizational oversight, and vendor management.*
- Manage contracting process, including but not limited to providing input and guidance on specification development, vendor analysis, provider selection, review of contract documentation, contract administration and implementation/project management.*
- Assist in the design/documentation of a USO enterprise data governance structure, using prior experience and USO existing data practices to identify the pre-work (standardization, clean-up, roles, processes, etc.) necessary to achieve business value from collected data.*
- Instill Data Governance in all other enterprise projects to ensure leadership is driving the business to understand the importance and value of data and making data-driven decisions.
- Coordinate with the Information Technology Data Engineer and departmental Data Stewards on the expansion of curated USO datasets. Ensure controls are in place over applications to ensure the data integrity by performing data integrity gap analysis.
- Provide thought leadership and participate with projects that involve any of the upstream or downstream data flows and processes, to include assisting in the development of informational/educational materials, meetings, briefings regarding data governance and management to realize value from data.
- Develop and deploy change management plans that may include customized courseware and training materials to assist end users with new system and process adoption.

Job Specifications
- Bachelor’s Degree in Information Technology, Computer Science, Business Administration, or related field preferred.
- Project Management Professional (PMP) Certification preferred.
- 5+ years work experience in a technology or organizational management support role. Relevant experience in a not-for-profit, military, multicultural and/or global organization preferred.
- Ability to analyze and communicate IT services, program metrics, and system life-cycle management.
- Ability to write and produce clear and understandable project scope statements, statements of work, requests for information/proposal, and other business documents.
- General understanding of organizational processes, information requirements, and enterprise applications needs of a mid-sized, globally dispersed organization.
- Strong analytical, interpersonal, customer service and problem-solving skills. Ability to articulate and translate technical concepts to a non-technical audience.
- Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
- Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities. Ability to quickly and easily adapt to changing organizational needs.

- This position is a hybrid position located in Arlington, VA. Preference will be given to local candidates within commuting distance to the location.
