Job Description
The Red Gate Group is seeking a mission-focused Senior Program Analyst to serve as Deputy Program Manager in support of the Office of Naval Research (ONR). In this pivotal role, you will help drive the financial and programmatic execution of research portfolios that directly enhance warfighter readiness, resilience, and operational superiority.
As Deputy Program Manager, you will oversee complex budget cycles, manage technical and financial milestones, and mentor a team of financial analysts supporting cutting-edge R&D in areas such as artificial intelligence, human performance, medical innovation, and autonomous systems. You will work closely with senior Navy stakeholders, researchers, and program officers to ensure that scientific investments translate into operational capabilities.

Key Responsibilities:
Serve as Deputy Program Manager for the financial, budgetary, and program operations.
Track and manage commitment, obligation, and expenditure benchmarks across complex research portfolios.
Lead and train junior financial analysts on Navy financial systems, budgeting processes, and milestone tracking.
Ensure compliance with DoD and ONR financial policies, procedures, and reporting requirements.
Coordinate across S&T domains to support fiscal planning, forecasting, and grant management activities.
Work closely with senior Navy leadership, academia, and industry partners to support research execution and transition.
Assist with financial data analysis, performance monitoring, and preparing high-impact reports and presentations.
Qualifications
Minimum Qualifications:
Active SECRET clearance
A Bachelor’s Degree with a minimum of ten (10) years of experience with Government financial and budget cycles. OR a High School diploma with a minimum of fifteen (15) years of experience with Government financial and budget cycles
Strong knowledge of government financial systems, funding cycles, and budget execution
Demonstrated experience leading financial teams and managing technical/financial milestones
Recent experience with government budgeting, planning, forecasting, and performance tracking
Ability to learn complex financial systems and adapt to fast-paced program needs
Preferred Qualifications:
Bachelor’s in Business or Accounting
5+ years of federal grant management, preferably with DoD or Navy
Proficiency in Navy ERP or similar DoD accounting tools
Experience as a trainer or power user of Navy ERP
Advanced skills in Excel, PowerPoint, and financial reporting/presentation tools
