SUMMARY

The Safety Director position at Contra Costa Electric, Inc., reports directly to the President and CEO located in Martinez, CA. Responsibilities include supporting operations by promoting and developing safety culture, providing technical expertise and building collaborative relationships with operational leaders, supporting the incident management process, and related activities.

This position is responsible for the management of a team of Safety Coordinators based out of our Martinez, Bakersfield and Fresno Offices.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Promotes and ensures compliance with the company Safety Program, OSHA/MSHA, company operating policies and procedures, and provide safe working environments for employees.
  • Review new projects and facilitate development of site-specific safety plans to ensure they meet customer requirements.
  • Ensure all project safety policies operate in compliance with contracts and company established policies.
  • Prepare and lead company safety meetings. Advise and assist project management in carrying out their safety, health and loss prevention responsibilities.
  • Provide the necessary tools and training to ensure Safety Coordinators are regularly evaluating workplace environments and practices and ensuring compliance with Cal OSHA, Fed OSHA, MSHA, NFPA 70E, customer and company specific safety regulations.
    • Support recommended measures to help protect workers from potentially hazardous work methods, processes, or materials. Describe job duties.
    • Facilitate an environment where Exercise Stop Work Authority is encouraged to halt activities that pose threats to workers' health or safety.
  • Establish and ensure compliance to policies and procedures in coordination with the Tool Department Manager to ensure all safety equipment remains compliant, serviceable and functional.
  • Chair the Quarterly Safety Committee meeting and facilitate suggestions for process improvement and implementation, Chair and participate in sub-committees as required and provide project status updates to executive management.
  • Conduct scheduled and unscheduled safety audits at all job sites to promote and represent the company safety program, providing executive visibility and outreach to field personnel and clients.
  • Oversee accident investigations and ensure record keeping and near miss reports are documented and that appropriate corrective actions are implemented by Safety Coordinators.
    • Review 5-Why and Root Cause Analysis (RCA) and discuss remedial measures to be communicated to the company with Safety Coordinators.
  • Prepare responses to the OSHA investigations, citations, and negotiations and coordinate with designated internal and external legal representatives.
  • Collaborate with Marketing Department to produce weekly Safety Newsletter topics to communicate current events, incidents and training.
  • Develop content and provide train the trainer sessions for equipment and specific safety trainings.
    • Provide training to Safety Coordinators on databases to track, assign and log completed trainings as needed.
  • Manage and lead implementation of the company Lock out Tag Out Program and
  • Review upcoming work activities with Safety Coordinators and discuss the project’s risk exposure and provide support in mitigating risk to the greatest degree possible.
    • Provide training for proper completion of Job Hazard Safety Analysis and assist in implementing procedures for project specific forms and notifications.
    • Review project drawings and develop a comprehensive electrical Method of Procedure (MOP or SOP).
  • Serve as designated employer representative for the DOT to implement drug-testing requirements per company regulations, and maintain training Safety Department in reasonable suspicion of drug and alcohol use for supervisors.
  • Continually look for ways to improve how the company promotes a zero-accident environment through a variety of methods to maintain engagement of all employees.
  • Support Safety Coordinators in their handling of all injury management cases to ensure cases meet a favorable resolution for both company and employee.
  • Create new hire safety orientation content and train Safety Coordinators on proper presentation of materials and completion of required paperwork.
  • Complete customer safety prequalifications and answer safety inquiries at the executive level.
  • Provide training and coordinate with manufactures of Industrial Hygiene Instruments to ensure Safety Coordinators are able to control job site noise exposure, welding fumes, lead, asbestos, etc. and take corrective action based on data.
  • Communicate additional assignments to Safety Coordinators as required by the operating needs of the company or as directed by executives.

General:

  • Able to prioritize and manage multiple job tasks at once.
  • Practice excellent organization and remain upbeat and pleasant even when facing the pressure of pending or multiple deadlines.
  • Act as a role model of EMCOR’s Values, Business Code of Conduct, Business Ethics, company operating policies, procedures and safety requirements.
  • Able to work 40 hours per week in Martinez, CA with travel to satellite offices and job sites as needed.

QUALIFICATIONS

PREFERRED EDUCATION AND EXPERIENCE

  • 5+ years’ years of experience in safety management within the construction industry with the majority of those years in a supervisory and leadership role overseeing a highly structured safety program.
  • Safety Management Specialist (SMS) Certification preferred.
  • Bachelor’s Degree in Occupational Safety and Health or similar Qualified Academic Program recognized by the BCSP (Board of Certified Safety Professionals) preferred, or significant experience in place of degree is required.
  • OSHA-500 certification required.
  • Comprehensive knowledge of industrial and commercial electrical construction and maintenance as well as overhead line work.
  • In-depth technical working knowledge of OSHA/MSHA, federal, state, and city environmental and safety regulations and practices. Has the ability to find, interpret and apply regulations and code sections.
  • Versed in NFPA 70E standard for Electrical Safety in the Workplace.
  • Proven track record of improving safety performance by instituting behaviorally based safety programs.

COMPUTER SKILLS

  • Must demonstrate proficiency in Microsoft Office applications, (i.e. Outlook, Word and Excel)
  • Proficient in Compliance Suite and ACTS Database, or other professional training database required.

The physical demands of this position are those associated with working in a typical office environment, with work also occurring in a typical job site environment.

The noise level in the work environment is usually moderate to loud.

While performing the duties of this job, the employee is regularly required to sit, see, talk, and hear. This role requires communicating verbally and in writing one on one, in small groups, as well as presenting to larger groups of employees.  This role requires the ability to work at a computer (reading and keying) for extended periods of time. The employee must move within the office to retrieve files and meet with employees in their offices or conference room. The employee is regularly required to walk, reach with hands and arms, climb or balance and stoop, kneel, or crouch. The employee may occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by the job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee will be required to travel by car (as a passenger or driver) to satellite offices in Bakersfield and Fresno, and various job sites throughout the state, and may also travel to attend EMCOR and NECA Safety events/training, and must have the ability to navigate around job sites.
