  • This is a globally dispersed team of Identity operations Managers (IOM). IOMs are placed within the US and across the globe at specific SOF locations and critical interagency partners. The Team will leverage secure email, phone, and video chat to meet, maintain contact and provide updates back to the Lead IOM who will update the i2O government operations lead. At each location, the IOM will be responsible for working directly with their organizational and partner organization counterparts to execute the duties and responsibilities described below.
  • This position is unique in that you, as an Identity Operations Manager (IOM), are operating at the tip of the spear with an elite military command. Within this organization, and across partner organizations, you are recommending, and/or authoring and updating plans, orders, and policies to better address mission requirements. Additionally, you are developing new or reviewing and refining existing Memorandums of Agreement (MOA)/Memorandums of Understanding (MOU) across partner nations. Finally, as the IOM, you are influencing biometric, forensic, and Document and Media Exploitation (DOMEX) policies to better support mission requirements.
  • This is an opportunity to provide contracted subject matter expertise (SME) for Identity Operations Manager (IOM) support to Special Operations Forces SOF and mission-critical interagency partners in response to the USSOCOM Commander’s Priorities. As an IOM, you will assist the Government with synchronizing and achieving consensus across multiple US government and partner nation organizations for biometric, forensic, and DOMEX collections. You will recommend and or draft plans, initiate/track Requests for Forces (RFF), update CONOPs/orders, policy, partner nation MOA/MOUs and coordinate other documentation to facilitate SOF equities and set the operational stage to obtain necessary global access and authorities to support mission requirements.

Typical Day:

A typical day will entail working with the IOM lead, on-site organizational counterparts, and coalition partners to execute the position requirement tasks outlined below.

Tasks:

  • Provide technical expertise, research, evaluation, and staff support for SOF identity operations at supported TSOC, interagency partner, and COCOM.
  • Prepare host organization standard draft identity operations staff documentation (White/information Papers, Briefings, routing/staffing documents, agendas, timelines, trip reports etc.).
  • Provide lessons learned technical expertise, identify common operational requirements, and develop biometric, forensic, and DOMEX processes to support the unique needs of each theater, supported agency, and commander.
  • Draft and coordinate identity-related plans, policy documentation, partner nation or interagency MOA/MOUs, CONOPS, orders and/or supporting identity operations Annexes/Appendixes to address SOF equities worldwide that lead to global access and operational authorities.
  • De-conflict, synchronize, and coordinate biometric, forensic, and DOMEX issues to achieve USG, DoD, and partner nation consensus in support of SOF identity operations.
  • Review identity operations capabilities, tactics, techniques, and procedures to synchronize and report best practices across SOF missions and operations.
  • Support planning and coordinating USSOCOM Tactical Evaluation event activities.
  • Advise Commanders in biometric, DOD biometric, forensic, and DOMEX capabilities and operations, and document identity operational requirements in support of TSOC, interagency partner, and COCOM missions.
  • Remain current on emerging identity-related technologies in the areas of live/latent fingerprint collection, iris scans, facial recognition, voice pattern analysis, DNA, hand geometry and behavioral patterns.
  • Leverage DOD biometrics-enabled watch list process (BEWL) to support IOM missions.
  • Support, develop, plan, evaluate and recommend capabilities to meet requirements of current and future COCOM/TSOC identity operations. Includes recommending process change decisions, applying deployed force lessons learned, and improving DOD biometrics architecture requirements to support commander’s unique regional requirements.
  • Coordinate or participate in tactical biometric, forensic, or DOMEX exploitation studies, evaluations, testing, and/or provide Subject Matter Expertise to assist in the development of effective remedies.
  • Travel to SOF, Tampa, FL for two weeks of initial orientation and training upon task order award and prior to initiation of duties on this effort.
  • Annual reorientation, comprised of 5 days of training, is required in Tampa, FL for each option year thereafter.

 Required Qualifications:

  • 2 years of experience serving as an action officer in a TSOC or equivalent 1-to-3-Star level command.
  • 2 years of experience serving in a SOF operational or tactical unit.
  • 1 year of experience writing plans, policy, CONOPS, orders, or MOA/MOUs at a senior level command (interagency HQ, Joint Staff, or COCOM/equivalent 4-Star level command).

** For Germany **

  • Bachelor's degree in any field with 3 years of specialized experience in Identity Operations field, OR associate degree in any field with 7 years of specialized experience in Identity Operations field, OR 11 years of specialized experience in Identity Operations field.

Desired Qualifications:

  • Current or past experience as an IOM.

Work Shift: Monday – Friday 0730-1630 local

Citizenship: US citizenship required.
