GAI Consultants, Inc. is seeking a Project Manager (Geologist/Hydrogeologist)with proven experience in the application of state and federal environmental regulations as they apply to groundwater monitoring systems preferably with coal combustion residual landfills and impoundments.  The successful candidate will oversee and complete evaluation of geology and hydrogeology to establish regulatory compliant monitoring systems for landfills and impoundments.  The candidate would also oversee monitoring well installation and well sampling and reporting per applicable regulations.  Additional abilities in overseeing site investigations, environmental due diligence assessments, environmental sampling and monitoring, site remediation, and regulatory compliance evaluations and reporting is preferred. The successful candidate may be eligible for a sign on bonus.

Requirements:

Manage and lead the following type of activities:

  • Review and evaluate geology/hydrogeology to design and construct groundwater monitoring networks for landfills and impoundments.
  • Prepare state solid waste permit applications and EPA required reports to permit the installation and monitoring of groundwater monitoring networks in states such as: PA, WV, VA, OH, MD, KY and IN.
  • Plan and conduct environmental media investigations and sampling activities (soil, groundwater, surface water, etc.), oversight of soil and bedrock drilling and sampling including monitoring well design, installation and groundwater sampling.
  • Interpretation of groundwater elevation data, soil and groundwater quality data, and design and conducting aquifer tests (slug tests and pump tests) with associated data processing and interpretation.
  • Review data to establish the statistical significance of groundwater monitoring results and prepare quarterly/bi-annual monitoring reports, alternate source demonstrations, groundwater assessment reports, and corrective action plans for landfills and impoundments.
  • Field investigations (e.g., monitoring and sampling) and remediation activities involving domestic travel may be
  • Develop technical specifications for written proposals to clients, and serve as project team leader and participate in meetings and communications with client pertaining to specific projects/tasks.
  • Assist in managing schedules, controlling budgets with multi-disciplinary team.
  • Supervise and mentor staff.

Additional Responsibilities include:

  • Prepare, perform or oversee Conceptual and Numeric Groundwater modeling
  • Review and evaluate compliance for storage tank facilities, including storage tank system monitoring and oversee and complete the Corrective Action Process (CAP).
  • Perform Phase I/II Environmental Site Assessments (ESA), Site Characterizations, and Remedial Investigations in accordance with the most recent ASTM standards and states’ voluntary remediation program
  • Complete waste classification and clean fill determinations, waste disposal
  • Plan and conduct soil vapor and indoor air investigations including data evaluation and modeling.
  • Prepare Remedial Action Plans, Remedial Action Progress Reports and Remedial Action Completion Reports in accordance with the Corrective Action
  • Independent production of multi-media Sampling Plans/Quality Assurance Plans, Health and Safety Plans, Site Characterization Reports, Remedial Investigation Reports, and Final Reports in accordance with state voluntary remediation and brownfield
  • Complete Quality Assurance evaluations of analytical laboratory data packages and results including sampling handling and analysis, chain of custody, sample preservation, sample hold times, laboratory analytical methods, and data qualifiers. Assist with training staff in meeting/checking these requirements.
  • Perform statistical analyses of background monitoring data including evaluation of outliers, non-detects, and data distribution using ProUCL (or other software) to establish upper tolerance levels for establishment of groundwater protection standards.

Qualifications:

  • Bachelors (B.S.) degree from an accredited college or university in Geology, Hydrogeology, Geoscience or related earth science
  • At least 10+ years of experience in environmental consulting, including site investigation, groundwater monitoring systems in Pennsylvania, Maryland, West Virginia, Ohio, and other states.
  • Strong commitment to safety, including following established Health and Safety
  • Geologist-in-Training status, ability to obtain PG within 1 year
  • Excellent technical communication, mentoring, and writing
  • Motivated, focused, hard-working, and eager to learn and excel in a team environment
  • Experience with Groundwater Requirements of Federal CCR Rule 40 CFR Part 257

Preferred Qualifications:

  • Professional Geologist
  • Masters degree
  • Experience in storage tank and voluntary site remediation regulations, specifically Pa Code Chapter 245 - Administration of the Storage Tank and Spill Prevention Program and Chapter 250 – Administration of the Land Recycling Program, and similar regulatory programs in other states.
  • Experience with Groundwater Requirements of Pa Code Chapter 287-289 (Residual Waste).
  • Proven experience in storage tank compliance and regulations, with knowledge of storage tank systems and monitoring systems (Veeder-Root systems and electronics diagnostics).
  • PA-certified tank remover license and/or PA Facility Operations Inspections (FOI) certification a
  • Groundwater flow/fate and transport modeling using numerical modeling
  • Experience with successful site remediation (soil and groundwater) system selection, design, and implementation, preferably for petroleum release response and
  • 40-hour OSHA HAZWOPER certification
