Summary/Objective: Promotes the company mission statement while providing overall leadership, management, and direction to multiple projects. Establishes project objectives and policies, maintains liaison with prime contracts Client, and monitors construction, schedule, and financial activities throughout the duration of the construction contract. May be the primary onsite manager on larger, more extensive projects.

Essential Functions:
- Serves as the main point of contact for the Owner, Engineer and Architect
- Oversee the project to make all critical project decisions
- Estimating and Preconstruction:
- Can effectively assist in Harper’s efforts regarding estimating, scheduling, and interviewing etc.
- Is responsible for the project preconstruction deliverables and estimates while working alongside Estimating. This includes:
- Executive Summary
- Schedule of Values
- Qualifications and Clarifications
- Allowances
- Project Schedule
- General Conditions
- Three quotes on each scope
- Value Engineering
- Produces, Collects and Processes all pay applications and invoices for the project, including the collection and payment of invoices.
- Ensure the creation, approval and management of:
- Owner contracts
- Subcontracts, POs and FSAs
- Cost controls/Project Financials
- Project engineering – submittals, RFI’s, document management, etc..
- Ensure proper project decisions – (responsible to ensure Superintendent is making timely and appropriate decisions related to the field.)
- These involve the following:
- Schedule
- Deliveries
- Logistics, Staging & Phasing
- Quality Control
- Employee staffing levels
Competencies:
- Ability to communicate with Owner and Architects/Engineers related to office and field issues
- Understanding issues and assisting in resolving issues
- Knowing the proper time to involve Owners and Arc/Engineers

- Ensure Harper safety requirements are explained, implemented and demonstrated
- Can effectively run a subcontractor coordination meeting and OAC meetings. Includes setting an agenda and maintaining the agenda. Understands critical issues for meeting. Runs the meeting effectively.
Education and Experience:
- High School Diploma or Equivalent
- Minimum 5 years of Project Management experience
- Includes 2.5 plus years as an APM

Supervisory Responsibilities:
Work Environment: This position is required to work in a variety of conditions relative to construction jobsite environments and must be able to perform the physical requirements of the job, as assigned. Exposure to weather, heat, etc. is expected.
Physical Demands:
- Weather and climate conditions will vary throughout the progress of a project and the PM must be able to inspect all ongoing construction activities over the duration of the assigned project.
- This role requires walking over varied terrain, climbing, stooping, bending and lifting. Lifting requirements vary from minimal loads to heavy; but help is always available with heavier loads.
- Inspection for quality, consistency and completeness of work frequently requires climbing ladders, stairs and scaffolding.
Travel Required:
- Travel to/from multiple job sites, projects, and offices. Little overnight or weekend travel
- Driving a company-owned vehicle is required to perform the duties of PM. The PM is required to have a valid state-issued license, a satisfactory motor vehicle record, safe driving behavior, and must adhere to our Driving and Truck Policy.
