Job Description
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Export Compliance Program Manager will monitor trade compliance regulations and will implement trade compliance controls that would reduce trade compliance risks to Western Digital.
Responsibilities
- Manage the Export Compliance Risk Assurance Program; KPI development and reporting.
- Manage the POS quarterly data review, data analysis, risk assessment, risk mitigation.
- Provide support for the Federal Business & ITAR programs; draft and manage export compliance Policies and SOPs. Draft Commodity Jurisdiction requests.
- Monitor EMEA Export Compliance regulatory updates and implements controls and guidelines.
- Manage UK and EU export Licenses; implement anti-diversion risk controls.
- End User/End Use controls: Screening and resolution.
- Serve as GTC training and reporting Liaison, including but not limited to E&C activity and tracking (Onboarding, CAM, etc.). Manage the “Know Your Customer” annual training program & track completions.
- Support SRTC & NDA export compliance escalations
- SNOW lead
- Draft and implement various GTC policies, policy-based guidelines, SOPs, desk instructions.
- Deemed Exports process owner - process management, training for GTO and HR and procurement.
- GTC central project liaison - a focal point to track and ensure export compliance projects timeliness and accountability. Manage GTC project tracker and ensure progress is being and updates are dully tracked.
- OneDrive Trade Recordkeeping repository/system owner
- E-visit escalation/resolution point of contact for GTO (GTC mailbox)
- Government/military end-user/user controls design, implementation, monitoring
- Provide support to the global trade operations team in their set-up and continuous improvement of Oracle Global Trade Management (GTM)
- Work with various stakeholders such as global trade operations, procurement, supply chain and logistics, product development, engineering, and sales, to understand WD products, end use and end users and to develop solutions to mitigate related risks.
- Entity List program support and sanctions controls support
Qualifications
REQUIRED
- BS/BA degree required; graduate degree preferred; CUSECO preferred.
- 8+ years of direct export compliance experience, preferably with semiconductor or technology industry.
- Solid understanding of the U.S. Semiconductor manufacturing controls and Supercomputer controls.
- Comprehensive knowledge of US export controls and sanctions with direct experience dealing with listed parties.
- Solid knowledge on EU and UK export controls.
- Experience with the newly implemented US and EU sanctions for Russia and Belarus.
- Proven experience with export classification of technology, software, and hardware, including but not limited to category 5, Part 2 (encryption) and category 3.
- Experience with export licensing, use of license exceptions, compliance agreements & assurances (EUCs etc.)
- Experience conducting trade compliance risk assessments.
- Oracle GTM proficiency is highly desired, Salesforce and Model N a plus; tech savvy and comfortable dealing with systems and utilizing technology to address compliance needs; can design processes and systematic controls.
- Excellent analytical skills and ability to detect trade compliance risks and vulnerabilities.
- Effective written and verbal communication skills; ability to communicate technical details to various stakeholders; able to quickly adjust priorities to meet business needs.
- Critical thinking, diligence, excellent problem solving and record retention skills; ability to work successfully in a global, cross-functional, multi-cultural team environment.
- Ability to learn new and different technologies and stay abreast of emerging technologies.
- Ability to make good decisions based on sound judgement, able to work independently with little supervision.
- Skilled in MS Office suite of products (including MS Teams), productivity and collaboration applications such as SharePoint, Box, Webex,

Compensation & Benefits Details
- An employee’s pay position within the salary range may be based on several factors including but not limited to (1) relevant education; qualifications; certifications; and experience; (2) skills, ability, knowledge of the job; (3) performance, contribution and results; (4) geographic location; (5) shift; (6) internal and external equity; and (7) business and organizational needs.
- The salary range is what we believe to be the range of possible compensation for this role at the time of this posting. We may ultimately pay more or less than the posted range and this range is only applicable for jobs to be performed in California, Colorado, New York or remote jobs that can be performed in California, Colorado and New York. This range may be modified in the future.
- You will be eligible to participate in Western Digital’s Short-Term Incentive (STI) Plan, which provides incentive awards based on Company and individual performance. Depending on your role and your performance, you may be eligible to participate in our annual Long-Term Incentive (LTI) program, which consists of restricted stock units (RSUs) or cash equivalents, pursuant to the terms of the LTI plan.
