PRECONSTRUCTION PROJECT MANAGER
United Construction Company is currently seeking a Preconstruction Project Manager. This individual will be responsible for providing the leadership, oversight, and direction of assigned projects for United Construction Company as well as preparing conceptual estimates for Design-Build, Design-Assist and Negotiated industrial and commercial building construction projects. This role reports to the Vice President of Preconstruction.
DUTIES AND RESPONSIBILITIES OF THE PRE-CONSTRUCTION PROJECT MANAGER
LEADERSHIP AND MANAGEMENT
- Ensure compliance with Estimating Group’s Policies and Procedures to assure all policies and procedures being followed in all areas of assigned responsibility
- Enhance and improve United Construction’s reputation through professional actions, presentations, services and deliverables.
- Constantly strive to improve the quality of our products and services.
- Communicate clear-cut priorities and direction to staff and associates.
- Provide leadership, direction, training, and mentoring of assigned personnel on assigned projects.
- Encourage and welcome change, creativity and innovation.
- Prepare Executive Reports as requested and established.
- Routinely evaluate current project costs. Identify and ensure unusual costs are evaluated and resolved as necessary.
- Recommend, and prepare as requested, contract amendments as applicable to the Preconstruction effort.
- Assist the Accounting Department in preparation, and collection, of progress billings for assigned projects.
- Prepare and present relevant material at internal United Construction group meetings as required.
- Represent United Construction at public functions, meetings, hearings or events as may be required.
- Actively participate in and support the business development activities of the company.
- Lead the overall design and preconstruction process for assigned projects.
- Coordinate with design department on design schedules, issues and resolutions.
- Coordinate the constructability review process. Collect constructability review comments and coordinate with the design department for resolution of comments.
- Track permit status of assigned projects and ensure timely acquisition of applicable permits. Coordinate with the design department for necessary review comments and corrections.
DUTIES AND RESPONSIBILITIES OF THE PRECONSTRUCTION PROJECT MANAGER
GENERAL DUTIES:
- Prepare conceptual estimates for Design-Build, Design-Assist and Negotiated industrial and commercial building construction projects.
- Prepare detailed accurate estimates at schematic, design development and construction document level of design.
- Develop material take-offs, labor/equipment pricing for self-performed work and subcontractor budgeting.
- Review and validate subcontractor bids and proposed schedules.
- Assist Operations with developing project schedules.
- Take the lead in the collaborative delivery process through:
- Constructability reviews
- Value Engineering and cost alternatives
- Preparation of cost studies, trend estimates, life cycle and ROI cost estimates.
- Recommendation and budgets for material and systems selections
- Ability to interpret and analyze geotechnical and environmental reports and apply applicable cost impacts to the project
- Collect existing site data through documents and site visits and analyze and apply applicable cost impacts to the project.
- Prepare detailed and accurate outline specifications for assigned design build project.
- Present estimates to management and customers.
- Continuously improve the practical and technical approach to the work to assist in keeping United Construction competitive, aggressive and confident in our ability to obtain profitable work.

- Read, understand and interpret architectural, civil, structural, mechanical and electrical drawings, contract documents, estimate spreadsheets, job costs and RFP’s.
- Possess strong attention to detail while understanding how to build is required.
- Possess a working knowledge of the cost and construction of building envelopes, concrete tilt-walls, mechanical and electrical systems, structural and architectural components with attention to detail
- Develop quantities and accurate costs in a short amount of time from conceptual drawings

ESTIMATING PROCESS:
Research & Discovery:

- Review and analyze requests for proposals from customers and/or brokers and assist in determining the work effort and deliverables required.
- Initiate internal United Construction team strategy conferences with management early in the proposal process.
- Assist in the identification of architects, engineers, soils and construction materials testing consultants as required.
- Assist in the identification of local planning/zoning agencies and building department(s) and understand the local codes and requirements.
- Assist in determining local best design and construction practices.
- Assist in the identification and obtaining available site information (boundary survey, topographic survey, soils and/or environmental information, CC&R’s, zoning regulations, etc.) required for each project as required.
- Visit each site for physical inspection
Preparation:

- Generate Work Efforts and Deliverables
- Provide risk assessment/exposure on projects
- Attend pre-bid meetings, evaluate existing site conditions, and obtain pertinent information to make recommendation as to the applicable costs to include in an estimate
- Knowledge of construction sequencing and scheduling, construction materials and assembly procedures
- Knowledge of building and fire codes, and jurisdictional requirements
- Prepare Design Build subcontractor criteria bid packages
- Prepare detailed scopes of work for each trade being bid
- Calling on subcontractors and vendors to assure bid participation
- Coordinate with Chief Financial Officer on bid requirements for insurance, bonding and risk management
Assembly:

- Facilitate internal United Construction team review and revision of plans, specifications, schedules and other proposal deliverables
- Review bid tabulation worksheets for each required vendor category with management.
- Identify and develop value engineering and pricing options for each project as required
- Develop United Construction standard pricing breakdowns
- Coordinate preparation of draft proposal, graphics, materials and binders
Finalize:

- Coordinate internal United Construction team final strategy and pricing with management
- Distribute and/or present final proposals to customers, senior management and all others as required
- Provide detailed and thorough turnover of all project information to the Operations group
CUSTOMER PRESENTATIONS
- Provide technical support, strategic input and preparation for customer proposal meetings and presentations.
- Assist as required in the coordination, gathering and/or preparation of plans, graphics, exhibits, and leave-behinds for customer presentations.
- Participate in customer meetings/presentations as required.
CUSTOMER SERVICE AND BUSINESS DEVELOPMENT
- Assist as requested in the business development interactions with Customers, Designers, Vendors and Stakeholders.
- Build, retain and maintain successful customer and other business development relationships as needed for the Company.
- Assist in obtaining profitable work for the Company.
- Assist in the preparation of presentations and interviews and participate in interviews when needed.
- Assist in the assembly of RFQ/RFP proposals and presentations as requested.

EDUCATION AND/OR EXPERIENCE
- Bachelor's degree (B. A.) from a four-year college or university in related engineering or construction management program; and ten years progressive commercial construction project management experience; or equivalent combination of education and experience.
- Major project and/or operations management experience with a General Contractor is preferred
COMPUTER SKILLS
- Working knowledge of Microsoft Office software, including but not limited to Word, intermediate/advanced Excel and PowerPoint
- Working knowledge of Sage Estimating software
- Working knowledge of On-Screen Takeoff
- Working Knowledge of ProQual/Pantera
- Working knowledge of Procore
- Ability to learn and effectively operate other types of software
