Job Id:   ** MCD - 0035 Job Title:   Payroll Manager / Director Location:  Houston, Texas Resource Manager:  Marc Morrow Description: Payroll Manager/Director Manages the activities of 2 or more units within a large centralized payroll department in carrying out responsibility for payroll preparation/processing and one or more related responsibilities such as tax reporting, benefits-records administration, or payroll systems maintenance. Generally will have one or more Payroll Supervisors as direct reports. Alternately, this employee may manage a regional or sectional payroll and related activities in an organization that has multiple stand-alone payrolls reporting to a centralized payroll authority. Generally requires 5 or more years of payroll or closely related experience. May require a bachelor's degree in accounting, business, or a related field. CPP designation preferred. This position reports to the most senior payroll position. If this employee spends more than 50% of time personally performing payroll processing and related activities, match the position to Lead Payroll Administrator. Payroll Supervisor Supervises 2 or more Payroll Practitioners in carrying out responsibility for payroll preparation/production in the payroll department. Reports to the top payroll position or to a Payroll Manager. Typically requires 3 to 5 years of payroll experience and an associate's degree or equivalent training and education. This is a unit supervisor in a department where one unit is responsible for payroll preparation/processing and one or more other units are responsible for tax reporting/records and benefits administration/payroll systems. CPP designation preferred. This is not the most senior payroll position. Job description The USA Payroll Manager is responsible for strategically leading the payroll team in ensuring the effective and high-functioning operation of the USA payroll department, through attention to the accurate and efficient processing of all payroll-related functions, by optimizing the payroll systems and by coordinating with the various other departments within Savanna. Summary of Duties (Duties may include, but are not limited to the following): · Ensure payroll processing function in Savanna is consistently carried out on an accurate and timely basis, and lead this function with a spirit of continuous improvement; · Ensure the payroll department is fully and adequately staffed, and coordinate the training and development of staff members; · Manage the performance of direct reports; · Develop payroll strategies for Savanna (including setting department targets and goals), and implement/manage change within the department accordingly; · Drive the payroll KPI implementation, in coordination with the global payroll KPI targets; · Collaborate with the managers of other business units, most especially with Finance, HR, Tax and the related Canadian departments to review processes and make decisions regarding Savanna policies, procedures and system set up; · Direct the planning and implementation of new or revised payroll procedures and systems (new jurisdictions, different taxation schemes, varying labour standards, changes in Company policies, new pay items, upgrades in software systems); · Ensure consistency and accuracy in payroll correspondence & documentation of rules and procedures; · Manage and maintain company set up in the HRMS, TMS and Payroll Tax systems, including but not limited to paycode changes and additions, GL account coding, and Tax body set up; · Troubleshoot TMS, HRMS and Payroll Tax systems when issues arise; · Coordinate data reporting from the Time Management system, the HRMS system and the Payroll Tax system for a variety of purposes including but not limited to worker’s comp, government agencies, benefit and 401(k) programs, and labor costing; · Lead users in testing the payroll-related improvements in the systems, and approve all tax updates, regression testing and documentation; · Coordinate quarter end and year end activities, in conjunction with Payroll Tax Analyst, and respond to payroll tax inquiries and audits; · Represent the payroll department to other departments in the Company, as well as to applicable third parties; Assist in additional departmental projects; · Perform other duties as requested by supervisor. · Processing of vesting of stock compensation Desired Skills and Experience Required Knowledge, Skills and Abilities: · Effective organizational and time management skills; · Effective communications both written and oral; · Analysis oriented, with proven capacity for policy/procedure development; · Displayed project management skills; · Ability to make difficult and timely decisions, and focused follow through on those decisions; · Effective conflict resolution skills; · Displayed management expertise, including ability to coordinate and delegate work assignments and develop staff; · Comprehensive knowledge of USA payroll and tax concepts, including experience in multi-state payrolls; · Advanced computing skills, especially in all payroll related software (HRMS, payroll processing software, TMS databases, accounting systems) as well as in Excel; · Ability to guide, empower and lead team members to be effective contributors of Savanna’s success. Education and Experience: · 4+ years of post secondary education in accounting, payroll, management, or a related field; · APA Certification is preferred; · 8+ years in a supervisory or management position; · Minimum of 12 years related experience in payroll, HR and/or accounting; · 3+ years experience in the oil & gas industry
