SUMMARY

The Procurement Services Manager brings experience and leadership to the Procurement Services group, Church stakeholders, and suppliers to enable all Church departments to quickly and efficiently procure quality goods and services at the best value. The Procurement Services Manager is responsible for developing, implementing and leading a team of procurement professionals to support the Church’s sourcing, contracting and delivery of equipment, goods and services needs. In collaboration with cross-functional stakeholders, the Procurement Services Manager is also responsible for defining and implementing streamlined procurement processes and building the team to deliver excellent procurement services to the organization. This position serves as the lead buyer and brings experience in sourcing and negotiating to the role.

ESSENTIAL DUTIES AND RESPONSIBILITIES

General

  • Lead procurement services sourcing, negotiating, contracting and purchasing administration functions to efficiently procure and deliver quality goods and services at the best value for all departments of the Church.
  • With an eye on best practices, analyze and develop opportunities to provide additional services for the organization such as a travel procurement practice and event management support.
  • In partnership with key stakeholders, champion proper procurement and contracting policies and processes for all departments across the Church organization. Creatively develop methods and ideas to make the procurement process more efficient and effective.
  • Closely coordinate with the Office of the General Counsel on procurement policies, terms and conditions, and contract administration practices.
  • Analyze reports to measure results, minimize risks and maximize opportunities to realize value for the organization, improve and enhance procurement services.
  • Stay abreast of the trends in the procurement industry through conferences, networking and trade publications.

Supplier Relationship Management

  • Act as the Church’s representative in negotiations with suppliers for price and terms to achieve the best outcome for all internal departments of the Church, crafting negotiation strategies and closing deals with optimal terms while maintaining productive relationships with suppliers.
  • Build and train a team of vendor managers to serve Church departments in finding reliable and appropriate suppliers, educating vendors on Church practices and culture and supporting the supplier contract lifecycle.
  • Ensure clear requirements documentation is obtained to best identify suppliers.
  • Hold suppliers accountable to their contractual terms.
  • Resolve grievances with suppliers and contractors.
  • Develop practices and procedures for oversight and tracking of supplier and contractor relationships both during sourcing and over the lifetime relationship with the Church.
  • Monitor individual supplier risk by reviewing key information at the time of initial contracting and subsequent renewals.
  • Forecast price and market trends affecting suppliers and develop methods to mitigate identified risks.

Internal Client Partnership

  • Partner with internal stakeholders in developing and enhancing procurement policies and procedures to ensure they meet the Church’s need for efficient purchasing practices balanced with proper legal review and financial authorizations.
  • Partner with each Church department to understand their procurement needs and identify opportunities to proactively support needs for new suppliers or renewals of existing agreements. Assist with evaluating supplier performance and holding suppliers accountable for the agreed upon goods and services.
  • Partner with Church managers to determine gaps in procurement services and develop new services or processes to fill identified gaps.

Procurement Services Leadership

  • Develop and lead a team of procurement professionals in sourcing, negotiating, contracting and the administration of the purchasing processes to deliver equipment goods and services to the organization at the best value.
  • Oversee a team to prepare and process requisitions and purchase orders for services, materials, supplies, and equipment.
  • Maintain and/or implement purchasing and recordkeeping systems.
  • Help to build the Church’s procurement services capability by training and mentoring team members to provide excellent customer service to the organization and professional representation in its work with supplies and contractors.
  • Lead all process enablement activities, training and delivery of continuous improvement practices as may be required to facilitate problem resolution
  • Manage a team of purchasing and sourcing individuals and build their procurement capabilities.

Supervises:   Team of vendor managers, a contract specialist and procurement administrators

Regular Contacts

This position has regular contact with senior management, department managers, financial analysts, business analysts, external vendors, and a range of Treasurer's Office roles.

JOB REQUIREMENTS

Education/Experience

  • Bachelor’s degree in related fields preferred.
  • Supervisory experience required.
  • 8-10+ years of demonstrated supply chain, procurement, supplier management and risk management experience or equivalent combination of Procurement and consulting experience.
  • Highly Preferred:
    • Prior experience building procurement departments and teams.
    • Experience reviewing and implementing procurement tools and technology.

Knowledge/Skills

Knowledgeable about procurement value stream industry best practices and proven track record implementing best practices across an organization.

Technology Skills

Exposure to popular and current procurement technologies and tools (Procurify, Precoro, etc.).

Work Environment

This position regularly works in an office environment. This position works in the Boston office with an opportunity for a hybrid work schedule.

Background Checks

This position is required to complete a background check to be hired and annual background checks thereafter.
