Job Description

To provide project management oversight to ensure the coordination of all projects on time within budget and scope.  This position will oversee projects including technology development and maintenance, security, and cloud migration. This position will provide highly credible leadership to development teams and be able to accurately and objectively evaluate complex project risks and issues.  This position will also collaborate with customers and develop strategies and solutions of high business value.

This position will be a hybrid position of in-person (as needed) and teleworking.

Specific Tasks:
? Manage all aspects of assigned projects throughout the project lifecycle to ensure they are completed on time and within scope and budget

? Define, document, and manage project scope, schedule, and budget

? Develop, maintain and distribute standard project management artifacts (i.e. WBS, risk assessments, project charter, RACIs, communication plan, MS schedule, status reports, etc.)

? Ensure applicable project documentation is complete, current, and stored appropriately

? Develop and maintain a detailed project schedule throughout the project lifecycle

? Align project deliverables and milestones with department’s strategy and objectives

? Manage projects within the PMO framework, process, and structure

? Manage state-level projects within the larger VITA procurement and project management governance processes

? Keep leadership and the PMO informed of key issues that may impact project completion, budget, or results

? Facilitate project conference calls, status meetings, planning sessions, and provide for meeting notes

? Be a consultant to customers and communicate project status throughout the project lifecycle

? Proactively identify and mitigate project risks and issues

? Manage project resources, overseeing day-to-day task execution

? Utilizing system-based project management applications, collaboration applications, and MS Office applications; Planview, SharePoint, MS Project, Google Meets, Teams, etc

Required skills:

Demonstrated experience in organizing, planning, and managing information technology projects ranging in size/scope from low risk/complexity to high – Required 10 years.

Demonstrated experience in project planning, establishment of critical plans, identification of risks/issues, defect tracking, and status reporting – Required 10 years.

Knowledge and experience in the associated disciplines of business analysis, software development, quality control, configuration management – Required 10 years.

Knowledge and experience in the associated disciplines of technical support, training, and production operations – Required 10 years.

Knowledge of business process engineering methods – Required 10 years.

Demonstrated skills in excellent facilitation, collaboration, negotiation, and presentation skills – Required 10 years.

Demonstrated skills in meeting facilitation with customers and technical teams – Required 10 years.

Demonstrated skills in documenting and understanding customer requirements, processes, and design and programming specifications – Required 10 years.

Demonstrated skills in utilizing accepted SDLC models – Required 10 years.

Demonstrated skills in reading logical data models, databases, and programming specifications developed from customer requirements – Required 10 years.

Knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile – Required 10 years.

Ability to blend methodologies together in the right proportions to fit a project and business environment – Required 10 years.

Strong attention to detail, with the ability to follow through – Required 10 years.

Must be able to operate effectively in a changing environment with multiple priorities – Required 10 years.

Excellent verbal and written communications skills – Required 10 years.

Strong analytical, planning, and organizational skills with an ability to manage competing demands – Required 10 years.

Bachelor's degree in Information Technology, Information Systems or Computer Science, or equivalent experience – Required 5 years.

PMP Certification – Required 5 years.

Experience performing systems analysis, architecting technical solutions, and/or managing application development projects – Highly desired 10 years.

Understanding of and (experience with) Commonwealth of Virginia project management standards – Highly desired 5 years.

Project management qualification by the Commonwealth of Virginia, or VITA PM certification – Highly desired 5 years.
