GENERAL JOB DESCRIPTION
The TARGET Center features disability-related educational workshops and programs and a state-of-the-art universal technology demonstration and evaluation area (Technology Showcase) to empower an outstanding educational experience for employees and utilizes web-based technology to deliver accessible training to all employees nationwide. Position will be onsite at the Target Center in Washington, DC supporting the customers directly.
EDUCATION/EXPERIENCE/CERTIFICATION REQUIREMENTS
Skilled Personnel must demonstrate experience and certification in the following areas:
- Demonstrated experience in understanding the limitations that individuals with disabilities experience, which may impact performance of their assigned job tasks and responsibilities.
- Skilled in understanding the specific needs of individuals with disabilities, the complexities of disability, and experienced in driving changes from simple proficiency to high performance.
- Experts in assessing job skills, examining the progress and improvement of job skills, capabilities, and performance, and strengthening workplace relationships as an integral component of the vocational job coaching program.
OBJECTIVES
The objectives for the TARGET Center include, but are not limited to:
- Improve disability awareness within the context of Executive Order 14035, Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce.
- Facilitate disability-related educational programs, training, and accessibility through technology.
- Support compliance with the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act Amendments Act of 2008 and the Telecommunications Act of 1996.
REQUIRED
- Must have experience in designing and developing the structure, components and supporting tools for vocational job coaching programs
- Experience with leading vocational job coaching sessions to improve
MAJOR DUTIES AND RESPONSIBILITES
- Design and develop the structure, components and supporting tools for vocational job coaching programs, to include, but not limited to job analysis, skills assessment and required instruments, pre-intervention and post-intervention surveys, and coaching plans that maximize the capabilities and improve the job performance and employees with disabilities
- Design and develop methods and practices for the Program that include confidential, one-hour vocational job coaching sessions to improve employee job and skill performance and to improve performance in interpersonal communication; time management; establishing priorities and planning; organizational skills; organizing work and workspace; and stress management.
- The Program’s practices will adapt to the specific needs of the employee with disabilities regarding coaching content, delivery, and approach, enable strong employee performance and meet the standards and objectives of the employee’s position description, performance plan, and the responsibilities of the employee with disability.
- Design and develop management-related tools, methods, and practices for supervisors and managers to refine the purpose of an individual’s specific vocational job coaching engagement; to include best practices and methods for mentoring, leading, and supervising Program participants; to manage the workflow and productivity of their respective employees; and to identify methods for achieving collaboration with staff and managers.
- Design and develop a mechanism for management to track the success of each coaching intervention based on the progress, defined results, and metrics for each individual’s coaching engagement; the specific impact that the results have on an individual’s performance; the organizational outcomes; the next steps for development; and whether the coaching engagement is effective.
- Design and develop an organizational survey that obtains data regarding the supervisors’ and managers’ perspective of the effectiveness of the Program and measures the sustainability of vocational job coaching for USDA employees with disabilities. The surveys shall seek information regarding evaluated job performance, skills development, and capabilities as a result of coaching engagements and include questions that address specific elements of the coaching engagement.
Candidate should be knowledgeable in the operation of office equipment (computers, copiers, fax machines, labelers, etc.) to scan, file and/or store both electronic and paper documents for future reference. In addition, he/she should be proficient in Microsoft applications (Word, Excel, etc.).
