We are seeking a Journeyman Acquisition Program Analyst to support our client at the Pentagon. Please see below for the job description and desired qualifications;

This office provides expert advice and integrated acquisition positions to the Service Acquisition Executive (SAE), AF leadership, PEOs and Program Managers (PMs) on planning, programming, budgeting, execution, and acquisition oversight/reporting for AF acquisition programs. Serves as the SAF/AQ focal point for urgent needs, requirements, program integration, Earned Value Management, affordability, business tool, policy, and acquisition reform initiatives. Functions as the Air Force Corporate Structure process expert and directly supports AF/A8P as the RDT&E Panel. Provides expert and integrated advice on a wide breadth of Defense Industrial Base activities such as overseeing AF government-owned/contractor-operated industrial plants, developing AF leadership industry engagements packages supporting Defense Production Act (DPA) activities and analyzing industrial base risks. Develops and implements tools, training, and policy related to AF acquisition management, reporting, structure, and execution. Serves as the acquisition domain functional chief information officer developing and maintaining the enterprise architecture, data strategy, and business information technology plans. Manages the SAF/AQ portfolio of business systems that supports the acquisition enterprise. Establishes integrated life cycle acquisition policy and guidance for AF systems and services. Monitors and assess changes to the acquisition process and structure resulting from legislation, regulation, or initiatives and integrates into AF acquisition policy. Supports audit readiness and self-inspection by providing process, tools, and policy that ensure a single coherent, integrated, and synchronized implementation of acquisition requirements.

This position supports oversight activities on acquisition programs throughout the DAF enterprise, assisting with Senior-level decisions, and the management of regulatory and statutory directed milestone reviews.

The tasks for this position include:

  • Supporting HAF SAE oversight and decision-making activities, PEO program execution and oversight efforts, development, and implementation of acquisition reform efforts.
  • Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
  • Providing impartial assessments of programs approaching milestone decisions and of prime Contractor technical and operational issues on programs within the oversight of SAF/AQX.
  • Researching and analyzing program trends, identifying issues, and recommending solutions.
  • Making recommendations on the allocation of funding, establishment of program goals, objectives, and schedules, and the formulation of program direction.
  • Tracking for compliance with stated program direction and identifying issues.
  • Identifying changes in program direction and assess impacts.
  • Monitoring the implementation and effectiveness of acquisition management changes directed on AF acquisition programs.
  • Monitoring OSD, Air Force, and other Service’s activities and assess their impact on AF acquisition programs.
  • Supporting the HAF review process to include the AFROCs, DABs, Congressional cycle, ASPs, AFRBs, CSBs, GAO reports, etc.
  • Performing the Secretariat function for ASPs, AFRBs, and CSBs.
  • Supporting program-specific strategy development, analysis, and planning for all phases of a program’s life cycle (such as phase transitions from technology development), through system development, production, fielding, modification, and sustainment.
  • Maintaining and analyzing planning, scheduling, and management data.
  • Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
  • Advising and supporting program reporting process at both HAF and DoD level.
  • Reviewing and evaluating the impact of national, DoD, JCS, and civil government policies that affect Air Force acquisition programs and capability areas.
  • Supporting the AF development of responses to Warfighter Urgent Needs and their implementation.
  • Providing advice and status reports to leadership on a regular basis.
  • Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.

Active Secret clearance

  • A minimum of 5 years of experience with DoD acquisitions.
  • Bachelor's Degree in a Business, Management, or Engineering discipline.
  • Strong familiarity with the DoD budget cycle and PPBE processes.
