We are seeking a Program Manager to lead the MUOS Program for the US Space Force, which is contingent upon award. The position will be based at the Space and Naval Warfare Systems Command (NAVWAR) facility in San Diego, CA. This very visible program will be in support of the Narrowband Satellite Systems Engineering and Support Services (NBSC) execution.
This person will be responsible for, but not limited to, the following tasks on this program:
- Lead SESS contractor team, deliver exceptional performance
- Participate in meetings such as: Risk Management Boards (RMB), conferences, design reviews, Working Groups (WGs), Program Management Reviews (PMRs) and Independent Review Boards (IRBs)
- Attend additional internal and external meetings as directed by the Government
- Provide systems engineering, technical support in support of development, production and test of space and ground system initiatives that involve interfacing across programs internal and external to SSC
- Work closely with industry partners, NBSC Prime Mission Contractors, service providers, Aerospace, other DoD and USSF organizations and their support teams
- Update and maintain all program performance specifications, risk management plans and processes, schedules and related configuration management tasks needed to support systems engineering changes
- Coordinate Configuration Control Boards (CCBs) and adhere to configuration management best practices
- Provide End-To-End (E2E) system-of-systems component (e.g., teleport, terminals) assessments and recommendations to resolve program issues and risks that impact warfighter use of NBSC capabilities
- Ensure contractor team uses the SATCOM governance structure for resolution of issues and risks, where required
- Develop, plan, and execute MUOS and future NBSC systems user familiarization, outreach, and demonstrations of E2E system capabilities
Qualifications:
An Active Top Secret Clearance with SCI eligibility (TS/CSI) is required.
- Ten years of demonstrated experience in DoD Program Management and Systems Engineering for ACAT IC programs as related to the PWS.
- Executing scheduling requirements (Integrated Master Schedule, Work Breakdown Structure, etc.) as demonstrated by applying the application and principals in developing and managing integrated schedules and scheduling products and ensuring actual events feedback into the scheduling process.
- Developing program briefs at component and/or DoD level
- The POM process
- Cost estimating and cost control
- Risk management
- Developing milestone decision reviews briefs and program documentation
- Knowledge of and experience with Program Life Cycle Management including Logistics.
- Understanding of Navy Working Capital Funds.
- DoDD 5000.01, DoDI 5000.02, SECNAVINST 5000.2 series governing acquisition programs in the DoD Components, and other program management policies addressed in DoD 5000 series.
- Understanding of OPNAV, SECNAV and OSD processes and practices.
- Administering a contract or task order.
- Supervising of all contractors (including subcontractors) performing on a given contract or task order.
- Managing cost, schedule, quality, business relations and contract reporting.
Education/Certifications:
- Bachelors Degree
- DAWIA Level III in Program Management or equivalent certification or military experience
