We are looking for a Budget Analyst to support our client's Portfolio and Resource Management Division (PRDM) Budget Execution Team in San Antonio, Texas.

Education & Experience: Bachelor’s degree and 6 years’ experience.

Location: Monday through Thursday - Tech II Building - 3130 General Hudnall Drive San Antonio, TX. 78226, Friday - Remote

Scope: This contract provides for services to be performed for the DHA’s, Health Information Technology (HIT) Portfolio and Resource Management (PRMD) Divisions. The overall contract tasks include performing program, budget, finance, management control, and administrative support.

Background - DHA is the principal organization responsible for executing the Military Health System (MHS) mission to provide top-quality health services, whenever and wherever needed in support of military operations and to members of the Armed Forces, their families, and others entitled to DoD health care. PRMD supports the MHS in planning, budgeting, performance improvement, and oversight activities while the AACE Division refines and integrates areas related to health IT architecture, advanced concepts, and engineering in support of HIT J6 and the entire DHA community.

Responsibilities include:

  • Ensure accountability for assisting in projecting, implementing, and maintaining the Budget Execution Defense Health Agency program budget for designated programs.
  • Assist in performing Level 1 (L1) responsibilities of handling Military Interdepartmental (MIPRS) and Contract Purchase Requests utilizing the General Fund Enterprise Business System (GFEBS).
  • Review and validate the Work Breakdown Structure (WBS) Report to update the status of Spend Plan Line Items based on obligation and commitment status changes.
  • Provide support to Army/Navy/Air Force MTFs utilizing EKTROPY in accomplishing budgeting requirements-Spend Plans/Annual Funding Plans.
  • Assist in financial and budgetary reports on the status of funds to access budget forecasts and trend analysis.
  • Assist in processing decrements of PRs during fund shortages to make funds accessible for use in higher-priority projects.
  • Update Spend Plan Line Item in Ektropy as needed per RM.
  • Review and validate report 180, Balance to Division Controls.
  • Analyze budgetary reports and Spend Plan data for accuracy utilizing the customized information technology financial planning tool, Ektropy.
  • Provide support on behalf of J-8/FOD division as it pertains to the review of dormant accounts of unliquidated obligations.
  • Provide support by collecting and responding to each audit sample request given to meet the objectives of the Auditor- Kearney and Company
  • Collaborate with various POCs and RMs to obtain Key Supporting Documents (KSDs) from internal and external agencies to support each sample request by given deadline
  • Provide Defense Health Agency (DHA/FOD) support during annual audits, finalizing reports for submissions.
  • Identify and report discrepancies and promptly notify the Government. The Candidate will monitor DAI/GFEBS Status of Funds Reports and DAI/GFEBS Execution Reports and notify the government of any discrepancies.
  • Reconcile Memorandum for Records, Independent Government Cost Estimate, PR Summary, MIPRs, DD-418.
  • Maintain specified budget execution files and contractual files on the shared network drive.
  • Assist with meetings and drafting/updating minutes and Standard Operating Procedures as required.
