Job Description

ProSource360 Consulting Services, Inc. is seeking an Acquisition Analyst to support the National Institute of Health (NIH).  Assist in managing the simplified purchase order process while supporting the simplified and large contract award process.  Create acquisition packages for both simplified and large contracts.  Perform specialized and complex contract award and contract administration work.  Research, interpret, and apply the rules, regulations, policies, and procedures governing acquisitions.

  • Must be Proficient in preparing all pre- and post- award documentation e.g. market research reports, acquisition strategies, acquisition plans, statements of work, reporting requirements independent government cost estimates, proposal instructions, evaluation criteria, source sought postings, contract management documentation, draft CPARS reviews, and have effective oral and written communication skills.
  • Support the program offices in the preparation of pre solicitation documentation through collaboration with the responsible Contracting Officer’s Representative. These documents include but are not limited to: the AP, AS, IGCE, market research, sole source documents, SOWs, SOOs, PWS, evaluation criteria, J&As, Limited Source Justifications and/or other forms of documentation that may need to be submitted in a completed acquisition package.
  • Support internal administrative tracking and planning for NIDDK’s portfolio of acquisitions
  • Assist with landscape analysis of relevant best-practice and novel acquisition models including research and development (R & D) contracting practices to support biomedical research
  • Develop COR training materials relative to CPARs, Technical Evaluations, and other relative acquisition processes
  • Overall project management support for the management, integration, and coordination of all contract activities, including activities carried out under subcontracts 

Qualifications

Required

  • Bachelor’s Degree B.S. or B.A. is required
  • NIH Purchasing Online Tracking System (POTS) and NIH Business System (NBS) a must
  • Possess knowledge of the principles of acquisition planning, pre-award processes, contract administration, and price/cost analysis techniques
  • Ability to provide critical thinking in a fast paced Federal acquisition environment
  • Must have a strong background in federal procurement.
  • A minimum of 5 years of relevant experience is required, but more experience is preferred.
  • Must be able to work a normal 40-hour work week, mostly telework but some days meetings are on-site when required
  • Excellent communication, organization, and interpersonal skills required. (Job entails supporting multiple purchasing and contract actions in a fast-paced environment.)
  • Ability to work with minimal guidance and supervision
  • Current Public Trust or eligibility to obtain a Public Trust (required to start work)
  • Knowledge of the Federal Acquisition Regulation (FAR)
  • Proficiency with Microsoft Office Suite of tools, including SharePoint 

Preferred

Contract experience in federal biomedical research & development, communications, and IT- related acquisitions.
