DESCRIPTION: 

Patricio Enterprises is seeking a candidate to provide support to government organizations for inventory management, provisioning, distribution, and packaging principles, concepts, policies and processes to ensure enterprise wide efficient, cost-effective end-to-end logistics performance.

 

Primary duties will include (but not limited to)

  • Analyze existing end-to-end supply chain resilience including inventory management, maintenance, and distribution operations in federal government and industrial base organizations with a focus on supporting medical counter measures and public health.
  • Analyze and provide recommendations for improvement to processes using data on existing end-to-end system-support supply chains at enterprise, wholesale, and retail levels in government organizations.
  • Provide support to government organizations for inventory management, provisioning, distribution, and packaging principles, concepts, policies and processes to ensure enterprise wide efficient, cost-effective end-to-end logistics performance.
  • Provide administrative and technical writing support for the successful maintenance and update of DoD and other government agency supply chain issuances and policies to include:
  • Work collaboratively with the appropriate government stakeholders to capture and articulate information for DoD and other government agency issuances maintenance and updates and;
  • Work with appropriate DoD and other government agency personnel to identify and capture current and changes in supply chain business processes for policy and procedures in issuances; incorporate policy and procedures changes into issuances based on guidance and recommendations from GAO, OIG Audits, and directive memorandums.
  • Assist in preparing operating requirements for the logistics programs based on immediate and long-term operating plans to provide consistent, timely and adequate support of ASPR program elements based on projected requirements.
  • Identify logistical issues that must be accommodated to meet production to user logistical requirements.
  • Coordinate and work closely with logistical support agencies to identify logistical needs and develop plans when product reaches FDA approval.
  • The contractor shall support the responses to requests for information from the White House, recipient jurisdiction, organization and country, other federal agencies (CDC, BARDA, FDA, NIH, DoS, DOJ), and industry partners to ensure the efficient international distribution of vaccines and ancillary kits to fill orders.
  • Support coordination across entities, with the single goal of providing actionable information and knowledge to enable decision-making by leaders.
  • Analyze and evaluate projects, proposals and plans, and metrics for technical and programmatic merit, as well as to identify risks, mitigation strategies and potential areas of improvements.
  • Analyze supply data analytics to assist leadership with decision-making.
  • Support the coordination with the Supply Chain organization to combine efforts and avoid duplication.
  • Support the coordinate with vaccine distributor’s liaison(s) to coordinate inventory levels, and such items as order-to-ship time, and delivery confirmation.
  • Support the coordination of the delivery and receipt of necessary packing and shipping documentation to ASPR, supporting shipping organization, freight forwarder and recipient organizations.
  • Draft Transportation Notifications (notifications related to itineraries, risks to cold-chain management, departure and arrival status, changes to distribution schedule)

Education/Experience:

 

  • Bachelor’s degree in Logistics & Supply Chain Management. Master’s Degree preferred with 8-10 years’ experience
  • PMP or DAU equivalent
  • Possess strong organizational skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical and critical thinking, and attention to detail).
  • Knowledge of logistics/supply chain management.
  • Possess knowledge of supply chain optimization and effectiveness.
  • Knowledge of supply chain illumination
  • Possess oral and written communication skills, reporting information to senior/executive-level leaders.
  • Possess knowledge of and skills in leading logistics operations.
  • Possess the ability to organize, clearly communicate, and solve problems.
  • Have knowledge of commercial transportation industry and networks to advise planning and operations.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: This is a normal office working environment.
