Description
Develops, specifies, evaluates, monitors, and analyzes maintenance, procedures, services, performance requirements, and projects involving specific mechanical building infrastructure systems unique to military medical healthcare facilities. Responsibilities include but are not limited to, ensuring that facility systems are designed, installed, operated efficiently and maintained as needed to meet facility safe and efficient operational requirements; and are in compliance with government developed instructions/criteria and industry established standards, statutes and codes.
Roles and Responsiblities
- Develops, acquires and executes large and complex infrastructure repair and modernization projects which includes the crafting of measurable performance work statements (PWS), development of accurate current working estimates, collaboration and participation as a technical advisor in source selection boards, chairing project execution and kick-off meetings, serving as the Technical Representative, performing Quality Assurance and Safety compliance visits, performing design and submittal reviews, inspecting for compliance and design compliance in the installation of infrastructure systems.
- Performs functional testing and commissioning for government acceptance of systems delivered through the point-by-point verification of design, installation, functionality and performance of existing and newly installed mechanical infrastructure equipment and systems.
- Provides advice at a highly technical engineering level on compliance and quality management to Facilities Enterprise Engineering Branch in the maintenance and repair of major building physical plant systems which include (but are not limited to) building heating, ventilation and air conditioning (HVAC) systems; potable and non-potable water distribution systems; medical waste and sanitary sewer plumbing; medical gas and vacuum systems; security and communications, building automation and control systems; and fire suppression systems.
- Provides technical engineering support of the DHA Enterprise Water Treatment Management programs, collecting and validating program performance data and metrics for reporting to higher levels and special recognition programs such as Energy Star certification. Assists MTFs in devising methods to improve energy performance and water treatment effectiveness.
Qualifications and Education Requirements
- A Bachelor’s Degree in applied mechanical engineering.
- Professional Engineering registration is required.
- The incumbent must possess a minimum of 10 years of documented qualifying practical experience in the healthcare field. Practical experience is defined has having the sole direct responsibility of and being directly instrumental in the efficient and effective operation, maintenance, repair and management of large mechanical physical plant/infrastructure systems which support large institutional, industrial or medical healthcare campuses. This practical experience must be recent and within the past six (6) months and span continuously over the preceding 5 years (5) years.

- Multifaceted expert level skills and extensive practical experience in the mechanical trade discipline necessary to accurately analyze plans, data, designs, operations and maintenance practices and the management thereof.
- Must possess those skills necessary to facilitate the development of estimates and make recommendations for repairs, sustainment and optimizations of building physical plant and infrastructure systems.
- Integrates information from a variety of sources into various systems; ensures proper system interfaces.
- Must be knowledgeable of local, municipal and federal building codes, criteria and standards.
- Must have strong interpersonal, communicative, diplomatic and analytical skills to provide highly professional quality presentations to executive leadership and large audiences.
