The Quality Engineer (QE) is responsible for the implementing and management of a comprehensive nuclear quality assurance program compliant with: 10CFR50 Appendix B; 10CFR21; ASME Code and ASME NQA-1; and ANSI as necessary. This includes, but is not limited to, the management of a quality assurance program; review/acceptance of incoming orders; processing routings and work instructions within the division; review of purchase requisitions/orders; ownership of Quality Non-Conformance/Corrective Action Program; auditing/approving vendor base; Interpreting Quality and Regulatory standards and specifications to ensure the operation is in total compliance.

SKILLS:

Experience in the commercial nuclear industry QA requirements, including: NRC 10CFR50 Appendix B; NQA-1 (1994 and 2008/2009); NRC 10CFR21 (Reporting of Commercial Nuclear Defects); Commercial grade dedication of Nuclear Safety commercial items. Knowledge of assembly shop manufacturing activities is helpful.


ABILITIES:
A qualified candidate must have the ability to interpret drawings, specifications, and contracts that will enable development and review of QA processes and related Performance Metrics. Additionally, the role requires the ability to understand and organize a problem and then to select a method to solve the problem with logical answers, it could involve deciding if an answer makes sense. Excellent communication skills, ability in written expression, and articulate ideas in writing are also important. The requirements listed below are representative of the knowledge, skill, and/or ability required.

WORK ACTIVITIES:
Provides documentation or detailed instruction sets or specifications to inform others about how devices, parts or equipment is to be verified; maintain the company’s Quality Program manual; interface with all other departments for proper implementation of quality requirements.


DUTIES AND ESSENTIAL JOB FUNCTIONS:
The Quality Engineer is responsible for:

  • Formulating, implementing, documenting and maintaining quality assurance standards and on-going quality assurance objectives and Manual.
  • Participating and leading ASME Code certification renewal audits.
  • Coordinating and participating with audits by NUPIC, NIAC, customer or third parties.
  • Interacting with vendors to ensure quality of all purchased parts.
  • Coordinating with engineering and purchasing to identify and add new Vendors to existing nuclear ASL.
  • Supporting supplier interface and performance concerns.
  • Initiating planning for Quality Systems, budgeting, financial justifications.
  • Resolution of customer problems, NCR's, Sales support, customer audits.
  • Utilizing problem solving skills, including Root Cause Analysis and Corrective Action Planning.
  • Planning and implementation of regulatory and other requirements.
  • Quality Assurance oversight and Quality Plans to ensure customer requirements are satisfied during manufacturing.
  • Reviewing specifications, drawings and reports to assure that quality requirements are adequately stated and meet customer/product commitments.
  • Quality system compliance and delivery of components.
  • Developing procedures and work instructions to ensure compliance.
  • Approving subcontract sources.
  • Reviewing PO requirements and approves orders.
  • Performing internal audits and surveillance on periodic basis.
  • Formal sign off with final authorization to certify product.

OTHER FUNCTIONS AND RESPONSIBILITIES:

  • Other assigned duties as required.
  • Travel (including International) may be required to support audits and customer meetings.

QUALIFICATIONS:

  • Bachelors' degree, and 5+ years of experience in the nuclear quality assurance field.
  • Thorough knowledge of 10 CFR 50, and ASME NQA-1, as well as other nuclear QA codes and standards.
  • Computer literate in word processing and office software packages.
  • Excellent English communications skills (written/verbal).
  • Self-motivated team player, able to operate with minimal supervision.
  • Due to the nature of the nuclear industry, authorization to work in the US without restriction is required.

Preferred job specifications may be used to enhance success in the search of the candidate. These
specifications do not disqualify candidates without them from consideration.

  • Must be capable of being certified as a Lead Auditor (existing certification would be a plus) inaccordance with NQA-1, within 18 months of hire.
  • IEEE or ASME Member.
  • Comprehensive experience in nuclear Plant Equipment Design, Analysis, Fabrication, Installation, Environmental Qualification and Project management.
  • Familiar with ASNT TC-1a requirements and able to establish personnel qualification requirements for ASME Section 3 components.
