The Position: We are looking for a Vice President of Migrant Youth Housing and Permanency, who is willing to embrace McKinley’s mission and H.U.M.A.N values. The Vice President of Migrant Youth Housing and Permanency is responsible for oversight of the operations of the Unaccompanied Children's Shelter (UCS) and Home Study and Post Release Services (HSPRS) programs including compliance, fiscal management, and continued development. This role may also serve as the Administrator of the UCS program.

Compensation and Benefits:

The pay range we’re offering is $125,000-$150,000 annually depending (Based) on experience.

Qualifications:

  • Master's degree in behavioral science.
  • 5 years of supervisory experience in a human services organization or in the administration of mental health services.
  • Licensed by the BBS highly preferred.
  • Prior experience in managing housing programs for youth in ORR care is highly preferred.
  • Proficient in Microsoft Office suite, Google suite and other office-related software.
  • Possess superior communication and interpersonal skills.
  • Detail oriented and organized.
  • Able to work independently and organize multiple projects with minimum supervision.
  • Able to work as a team member and to lead teams.
  • Able to maintain the highest level of confidentiality and professional boundaries with clients and staff.
  • Able to represent the agency professionally and appropriately with all constituencies.
  • Must pass pre-employment physical exam, TB and drug screening
  • Ability to commute to various sites on and off campus
  • Ability to work extended hours as needed
  • Ability to bend, stoop, and kneel
  • DOJ, FBI, Child Abuse Index; Insurability under Corporate Automobile Insurance

Key Responsibilities:

Program Operations:

  • Provide direct supervision to the leadership of the UC Shelter and HSPRS programs.
  • Provide oversight to the intake process, ensuring that youth are welcomed to the program in a proper manner.
  • Collaborate with other Department managers to increase clear communication and mutual support between programs.
  • Collaborate with the mental health team to ensure that children are receiving adequate services.
  • Collaborate with the multi-disciplinary teams for treatment planning while demonstrating ongoing progress in the client’s treatment.
  • Ensure that all safety protocols are being followed, particularly in the areas of restraints, one-on-ones, and hospitalizations.
  • Ensure policies are followed so that the safety of all children in placement is maintained.
  • Interact in a collaborative manner with the ORR and Licensing Agencies in a collaborative manner.
  • Consult with the supervisor regarding high risk incidents.
  • Be available by telephone during evenings, weekends, and holidays for consultations during emergencies.
  • Be available to support and review Significant Incidents and ensure submission compliance.

Compliance and Quality:

  • Work in collaboration with the SVP to evaluate the programs to ensure compliance with regulations, contract standards, accreditation standards, McKinley’s policies, and overall effectiveness.
  • Understand each program’s KPIs and identify areas needing improvement.
  • Assess operations and programs, and make recommendations for continual improvement.
  • Review complaints made by children or their authorized representative(s) and decide upon the action to be taken.
  • Actively participate in the Program Quality Improvement (PQI) program.

Fiscal Management:

  • Participate in the development of the programs’ budget.
  • Monitor revenue and expenditures to ensure that budgetary goals are met

Team Management:

  • Organize the work of the team and delegate responsibilities as needed.
  • Participate with Human Resources in the recruitment, hiring, evaluating, and terminating staff.
  • Work collaboratively with the HR and Training Teams to develop a plan for the orientation, development, and training of team members to meet all requirements.
  • Maintain a high level of communication with the team in the programs.
  • Observe and interact with team members, children, and others to ensure quality of care for children and program services.
  • All other related duties.
