JOB SUMMARY

The Administrator designated by the governing body shall be responsible for the overall management of the Home Health and Hospice Agencies.  The Administrator shall work to achieve budgeted operating margins, ensure high patient safety and satisfaction, and lead their team to achieve all other desired outcomes set forth by the JKV Board and JKV Management.   Leads initiatives improve the patient experience, meet financial goals, enhance associate engagement, and achieve growth for the agency. Supportive of the Village’s mission, values, and service/hospitality (PRIDE) expectations. Completes training as required by policy.

ESSENTIAL JOB FUNCTIONS

  • Interfaces/communicates with Federal, State and Private organizations on behalf of the organization.
  • Responsible for the strategic planning of the agency, including collaborating with the JKV Sales and Marketing Departments on the marketing and business development plans to ensure sustained growth of the agency.
  • Submits an annual operating budget to the Board and monitors fiscal operations on an ongoing basis.
  • Demonstrates positive written and verbal communications, internal and external to the organization.
  • Holds regular management team and staff meetings in order to ensure smooth operations and communication flow throughout the organization.
  • Recruits, interviews, hires, and provides initial orientation of all new employees, a continuous in-service training program, and competent supervision designed to improve patient care and employee efficiency.
  • Ensures the agency employs qualified personnel, assuring the development of personal qualifications and policies.
  • Serves as the Corporate Compliance Coordinator for the department, executing the corporate compliance program and department-specific compliance initiatives.
  • Prepares for and presents relevant operational reports to the Board at regularly scheduled meeting and on an interim as needed basis.
  • Identifies critical issues that will affect the organization.
  • Delegates and organizes organization functions with concurrent staff accountability expectations.
  • Evaluates management informally and formally with written performance appraisals upon completion of their probationary period and on an annual basis.
  • Completes, submits, and files all records and reports required by the Department.   
  • Reviews/revises agency policies and procedure as necessary and documents the date of review.
  • Implements agency policies and procedures.
  • Organizes and coordinates functions of the agency by delegating duties and establishing a formal means of staff accountability.
  • Appoints a registered nurse, or health care professional to provide clinical oversite, coordination of care, development, implementation, and updates of the individualized plan of care and direction for professional services of the agency.
  • Appoints other committees as deemed necessary, describe committee functions and duties, and make provision for selection, term of office, and responsibilities of committee members.
  • Designates a person responsible for maintaining a clinical record auditing system on all patients.
  • Employs or contract with competent personnel whose qualifications are commensurate with job responsibilities and authority, and who have the appropriate license or certificate of completion.
  • Develops job descriptions that delineate functional responsibilities and authority.
  • Develops a staff communication system that coordinates implementation of plans of treatment, utilizes services or resources to meet patient needs, and promotes an orderly flow of information within the organization.
  • Provides staff orientation as well as continuing education (staff development) in applicable policies, rules, regulations, and resource materials.
  • Secures contracts for services not directly provided by the home health agency.
  • Implements a program of budgeting and accounting.
  • Communicates with billing department on a regular basis to ensure services provided and charges are submitted to the payment source.
  • Provides effective leadership and management of quality, safety, risk management and compliance programs and initiatives that achieve measurable results to prevent and mitigate loss to the organization.
  • Available during all operating hours or appoints a designee in absence.
  • Adheres to all safety regulations and requirements.
  • Handles stress well and gets along with others within the workplace and with customers outside the department.
  • Maintains acceptable standards of workplace conduct.

The responsibilities described above represent the primary responsibilities of the job.  Other responsibilities may be assigned by the supervisor as warranted by business needs.  The incumbent is expected to perform all assigned responsibilities.

 

ESSENTIAL QUALIFICATIONS

Education:

  • Holds a bachelor’s degree in health care administration, nursing, business, or other health care-related fields required. Master’s degree preferred.   

Licenses/Certifications:

  • A valid driver’s license and proof of insurance is required.

Knowledge and Skills (required unless otherwise noted):

  • Intermediate skills using a personal computer and Microsoft Office software. Project management software experience is also preferred.
  • Knowledge of Home Health Medicare/Medicaid regulations as well as other MO and Kansas healthcare regulations.
  • Knowledge of private insurance benefit negotiation preferred.
  • Flexibility, ability to work under pressure with frequent interruptions.
  • Excellent organizational skills, ability to plan, multi-task, and work autonomously with minimal supervision.
  • Ability to determine time, place, and sequence of operations or action to be taken on the basis of analysis of data, executing determinations and/or reporting on events.
  • Ability to deal with individuals in terms of their total personality in order to advise, counsel, and/or guide them with regard to problems that may be resolved by legal, scientific, clinical, spiritual, and/or other professional principles.
  • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to deal with several abstract and concrete variables. 
  • Ability to compute discount, interest, profit and loss, ratios and percentages, variable and formulas, ratio, and proportion variables.
  • Ability to communicate clearly and accurately, orally and in writing.
  • Must be able to adequately read, write, communicate in English.
  • Ability to present educational material to small/large groups as well as individuals at an audience appropriate level in a clear, concise manner.
  • Ability to foster team interaction and ability to conduct efficient and effective meetings.
  • Ability to exhibit professionalism, tact, and patience when communicating with others at all levels.  Must be able to interact effectively and empathetically with clients and their families.  
  • Ability to accurately and completely assess the patient’s current medical status and needs with planning, implementation, and modification of the care plan as needed.

Experience:

  • A minimum of 5 years of health care management experience and home health and/or hospice experience preferred. Knowledgeable of Medicare compliance.

SPECIAL WORKING CONDITIONS

  • Work is typically performed in an environmentally controlled office setting.
  • May be required to travel by car to meetings.
  • All associates may be called upon to assist other departments in a declared emergency situation.
