General Summary

This position is with J&J’s Engineering Solutions (“ENGS”), a Strategic Business Unit (“SBU”).  ENGS’s core business is working for the Department of Defense (“DoD”) and Defense Health Agency (“DHA”) to perform renovation of existing facilities while they remain occupied and functional, especially in the healthcare industry.  Most of this work is performed as a prime contractor, in the eastern region of the United States.

The Project Manager (“PM”) position is a first-level management position.  The position typically oversees a staff of site supervisory personnel.  As a manager, the PM will work across an assortment of contracts and locations, with a wide diversity of customers.  The PM is focused on, relationships, schedule, and budget.

Essential Duties and Responsibilities

  • Primary person responsible for budget of assigned projects.
  • Develop the scope of work for subcontracts, negotiate buyout of subcontractors, and manage the subcontractors to the terms and conditions of the subcontract.
  • Oversee project for entire lifecycle, from receipt of solicitation to closeout of project and receipt of final payment.
  • Ensure site staff have necessary authority and resources to effectively carry out their responsibilities.
  • Train, manage, and hold accountable site staff.
  • Under the guidance and direction of the Director of Operations, perform Performance Evaluations of assigned staff.
  • Through a combination of design consultants and in-house employees, directly lead and coordinate all design efforts. Ensure milestone compliance for design deliverables.
  • Working through subordinate site staff, coordinate and manage all repair/renewal efforts for safe, quality, on time delivery of a project.
  • Create and maintain cost loaded project schedule, for every assigned project, in its native software (Microsoft Project or Oracle Primavera P6, as determined by project requirements and Director), while also maintaining in Procore and RMS.
  • Generate, route for approval, and actively maintain project specific submittal register(s) (unless/until it can be delegated to a Quality Control Manager at the site).
  • If site supervisory personnel are not assigned, generate and route for approval project specific plans (e.g. DQCP, PSQCP, APP, AHA, etc.). If site supervisory staff are assigned, review and approve project specific plans prior to submission to customer.
  • May be required to temporarily fill site supervisory role (e.g., Superintendent, QCM, SSHO) to maintain schedule in a supervisor’s absence.
  • Based on input from Director, provide site supervisory staff with priorities and guidance in strategizing and problem solving.
  • Perform remote and onsite audits of documentation and work by site staff and subcontractors. Identify positive and negative trends.  Generate action plans to improve negative trends.
  • Work with the Director to continuously develop and revise processes in a manner that improves safety, quality, efficiency, and profitability.
  • Foster professional development among the team.
  • Always be working a succession plan, bringing people up through the ranks.
  • Provide meaningful support to Business Development (“BD”) for strategic growth.
  • Other duties as assigned.

Knowledge, Experience and Skill Requirements

Preferred experience: 

  • A graduate of a four (4) or five (5) year accredited college or university program in one of the following disciplines is required by contract: Engineering, Architecture.
  • A Licensed Engineer or Architect
  • Fifteen (15) years of experience managing a portfolio of construction projects similar to the type of work being performed on this project.
  • Must have at least 5 years of experience developing and managing projects near $1M each or greater.

Demonstrated ability to:

  • Manage and oversee the maintenance of project schedules and budgets through successful project closeouts.
  • Manage complex, multiple projects simultaneously.
  • Lead the proposal development process of Task Order RFPs.
  • Effectively lead a team of construction professionals and be the face of the company to the customer.
  • Troubleshoot and navigate through contracting and subcontracting issues.
  • Negotiate with subcontractors.

Software proficiency:

Note: An ideal candidate will be already proficient in each of these, and within 3 months of employment, all candidates must be able to achieve proficiency in each of these.

Physical, Environmental and Sensory Requirements

  • Position works in office areas as well as throughout construction jobsites.
  • Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting in office areas, and safely walking rough and uneven terrain and avoiding hazards, obstacles and equipment on construction jobsites.
  • Must be able to lift and carry 40 pounds.
  • Moderate exposure to elements such as heat, cold, noise, dust, dirt, chemicals, moving machinery, etc., typical of a construction site.
