Your Specific Responsibilities:
(The selected candidate will be in overlap status with the present incumbent until 07/18/24.)
This position is responsible for all budgeting and financial functions for Fixed Capital Outlay (FCO) that is managed by the Design & Construction Section in the Bureau of General Services. The applicant must understand and be able to interpret accounting reports and reconciliation of expenditures as well as be familiar with statutes and rules governing the accounting processes.
This position also serves as the quality control point for all FCO project contracts, assuring that proper documentation is included and legal reviews have been obtained in a timely fashion. The incumbent will also work the Office of Budget and Revenue Management to establish new encumbrances and manage existing ones to insure quality control of FCO funds.
This applicant will be responsible for the quality assurance measures for all fixed capital outlay delivery processes, analyze procedures, and produce enhancements to procedures. Assist in a variety of assignments related to the delivery of fixed capital outlay budget and tracking and allocation of fixed capital outlay funding. The applicant is a professional position responsible for independent work, providing management consultant services for the Design and Construction Section as follows. Assist the managerial staff with confidential matters, which involve FCO budget. This is in accordance with section 0447.023(4), Florida Statutes.
Will be required to travel 1-25% of the time.
Required Knowledge, Skills, and Abilities:
- Working knowledge of finance and accounting principles.
- Intermediate to advanced expertise with Microsoft excel.
Preferred Knowledge, Skills and Abilities
- Experience with budget or bookkeeping for fixed capital outlay or construction projects.
- Working knowledge of contract or grant management principles.
