The Eugene Water & Electric Board is seeking a Limited Duration GIS Application Analyst II to join a dynamic and growing team. The Application Analyst will be responsible for accomplishing a multitude of tasks at all skill levels including GIS Help Desk support, analysis, reporting, requirements gathering, documentation, software administration, data management, web products, and scripting.  This posting will remain open until filled, and the first review of applications will take place on February 19, 2024.  We recommend you get your application materials in as soon as possible.

This is a Limited Duration position that is anticipated to last a minimum of 6 months. Limited Duration positions may last from six months up to three years, and the position will end on the projected end date, when the work is finished, or for any other bona fide business purpose, whichever comes first.

Specific duties include:

Application Administration

  • Application lifecycle management
  • Oversee software Installation to vendor specifications
  • Manage user access
  • Adjust configurations and other changes

Application Development and Implementation

  • Design and configure applications and dashboards
  • Limited coding in multiple languages
  • Develop database models
  • Work with customers to identify needs and requirements
  • Unit, integration, system, environmental, maintenance and regression testing
  • UX/UI design
  • Continuous improvement

Application Support

  • Troubleshooting
  • End-user training and guidance

Application Maintenance

  • Develop and maintain standard templates for cross-team and cross-organization consistency
  • Support upgrades and patching
  • Performance monitoring
  • Quality assurance
  • Integration/interface support and testing

Analysis

  • Requirements gathering and documentation
  • Extract insights from data, organize, and present relevant information aligned with business requirements
  • Data analysis
  • Custom reports including SSRS and queries

Documentation, Presentation, and Products

  • Technical writing for technical and non-technical audiences
  • Power point and other presentation materials
  • Process, procedure, standards documentation
  • Charts, graphs, maps, dashboards, and graphic generation

Project Coordination

  • Prioritize and work based on changing needs and goals
  • Coordinate and schedule time with others
  • Risk, schedule, documentation, and change management
  • Identify and address roadblocks
  • Manage and meet customer and IS expectations
  • Identify and suggest enhancements to systems, tools, software and workflows
  • Communicate with team members to ensure unified efforts and standardized solutions

Minimum Training and Experience Required:

Minimum Experience: Four years of experience as an Analyst, Application Analyst or Programmer. Experience must include demonstrated experience in administering software used in supported application systems or similar.

Education: Bachelor’s degree or certification in, information systems, or other related business areas and specific training in technologies related to the enterprise application system being supported (business analyst, system administration, database and SQL, etc.).

Desirable education, experience, training and certifications: Certified GIS Professional (P), or other certificate programs. Working in a utility environment and/or linear networks. Training end users. Creating and maintaining documentation for internal and external use. Managing help-desk tickets in a system such as Jira. Experience with ESRI, VertiGIS, and Schneider GIS software.

Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.

The starting salary for this position is $87,497 - $109,372 commensurate with knowledge, skills, education, and experience as it relates to the position. 

This position is based in Eugene, Oregon; however, it has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site; the selected candidate must live in the state of Oregon.
