Job Title: Supplier Financial Analyst

Job Summary:  EMCOR Government Services has an immediate need for a Supplier Financial Analyst  ideally located in the DC/Philly/NJ/MD/VA. Open to Remote work.. This position involves the analysis, estimating, and pricing of government and commercial contracts as well as soliciting subcontractor pricing, bottoms-up labor / material estimating and cost model development.  The candidate would be responsible for analyzing and verifying Performance Work Statements (PWS) and Scopes of Work (SOW) information to develop subcontracting requirements, solicit bids, review bid results and recommend subcontractors for inclusion in RFP responses.  Tasks include, researching databases for competent vendors, service shredding and sending out RFPs, estimating, pricing, tracking progress on projects, and adhering to project pricing deadlines. Must be able to work independently and be self-motivated to accomplish and complete the assigned tasks and projects.  

Essential Duties and Responsibilities:  

  • Reviews Performance Work Statement / Scope of Work (PWS/SOW) from clients, customers, and local contract sites to verify accuracy, developing questions as needed.
  • Develop workload estimates, basis of estimates, pricing models, pricing data
  • Conduct pricing trades and analyses to optimize competitive bid pricing
  • Integrate a variety of bid strategies to develop tailored rate structures for labor intensive bids
  • Work with the Operations Teams and SME’s to develop subcontracting requirements
  • Conduct site visits to gather data that will be used in the development of price estimates
  • Develop estimates and pricing in response to client / customer RFP, utilizing various sources including internal data, and external estimating resources.
  • Create and solicits the PWS / SOW to vendors, tracks progress, records pricing data and submits to contract sites or Business Development (BD).
  • Works to locate local and national vendors to perform subcontracted services.
  • Confers with vendors and analyzes vendor's operations to determine factors that affect prices.  May recommend use of alternative parts, materials, or methods to reduce costs.
  • Develop and maintain working relationships with local and national vendors.
  • Reviews quotes received from vendors for accuracy.
  • Collaborate with Strategic Suppliers to develop Quotes for Facility Solutions
  • Collaborate with other working groups across the enterprise to test and validate estimates
  • Prepares Historical Benchmarking as validation for Pricing Models
  • Communicate with RFP during Solution Building to identify required data points
  • Collaborates with Business Development to establish Supplier Managed Strategies
  • Other duties as assigned. 

Qualifications:  

  • Minimum BS Finance, Accounting, Supply Chain Management, related field, or the equivalent in education and experience.
  • Desire 2-4 years of experience providing facilities maintenance and repair pricing and cost estimating
  • Require Microsoft Office experience and specifically Microsoft Excel capability.
  • Knowledge of the principles, practices, and techniques of facilities maintenance repair and / or construction is a plus.
  • Experience in facilities maintenance, repair and / or construction is a plus.
  • Ability to plan, organize and implement work assignments and work independently on multiple projects.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to deal tactfully, responsively, and equitably with people.
