Job Description :
The contractor will utilize software analytic and programming expertise to advance Natural Language Processing (NLP). The project work will include the following deliverables:
- Evaluate the prior NLP market research to verify and changes to open source software solution
- Recommend and develop a data storage repository working with Office of Systems resources in ODS and OESAE
- Build a functional prototype to extract clinical concepts from textual content from Health IT documents
- Use prior NLP research and utilize open source software to build a NLP solution for SSA.
- Recommend a corpus of Health IT documents for the training and development\test set
- Annotate the training document set
- Train and tune the NLP system based on the corpus
- Execute the extracted clinical concepts against the disability impairment business rules
- Produce NLP analysis report to:
1. Produce an analysis report on the requirements to configure the system and maintain the corpus
2. Report on clinical concepts extracted from textual Health IT content
3. Report on business rules that matched clinical concepts extracted from Health IT with and without MEGAHIT diagnostic and procedure codes associated with CCD documents.
The following skills are required:
- Bachelors +6 years of experience
- Experience with NLP technologies
- Java coding capabilities with experience in J2EE framework such as Core Java, EJB, JDBC, JMS, Struts
- Experience with Health IT and an understanding of Health IT Standards (HL7 v2.x, HL7 v3, ASTM, X12N, HITSP component specifications, Clinical Document Architecture, Continuity of Care Record and the Health Story implementation guides)
The following skills are not required but are strongly encouraged:
- J2EE technologies such as JSP and servlets (i.e. JAVA/WebSphere and RAD)
- OOD/OOP foundation with experience in UML
- Web Service technologies such as SOAP, WSDL, WS-Security, MTOM, SWA
- Relational Databases such as DB2, Oracle, MySQL, SQL, JDBC
- XML processing experience such as XSD, XPath, XSL, XSLT, etc.
- JavaScript, HTML, and SSL
- ebXML
- IBM MQ Series
- Experience validating or adhering to Health Information Technology Standards Panel (HITSP) Standards
- Demonstrated knowledge of Clinical Terminology, Vocabulary, and Standards
- Experience with Integrating the Healthcare Enterprise (IHE) Standards (PIX, PDQ, XDS.b, XDR)
- Demonstrated knowledge of/experience with Web Service Security (WS-Security, WS-Addressing, SAML, XACML)
- Experience with American Health Information Community (AHIC/NeHC) use cases relating to Electronic Health Records
- Demonstrated knowledge of/experience with Continuity of Care Document (CCD) standards and constructs
- Health Information Technologies such as HL7, ICD9, SNOMED
- Proven experience providing technical leadership
