Job Description :


The Specialist level of Service Information Developer is expected to apply advanced subject matter knowledge to:
• Solve complex business issues, and is regarded as a subject matter expert.
• Frequently contributes to the development of new ideas and methods.
• Works on complex problems/projects where analysis of situations or data requires an in-depth evaluation of multiple factors.
• Exercises significant independent judgment within broadly defined policies and practices to determine best method for accomplishing work and achieving objectives.
• Leads and provides expertise to functional project teams and may participate in cross functional initiatives.
• May provide mentoring and guidance to lower level employees.
• Acts as an expert providing direction and guidance to process improvements and establishing policies.
• Frequently represents the organization to external customers/clients.

The Education and Experience requirements of Svc Info Developer III are:
• First level University degree and 7 years’ experience plus two years of developing, engineering or related IT experience.
• 5+ years’ experience developing using Cognos including Framework Modeling including DMR, Complex report building using Report Studio, and creating Dashboards
• Cognos 8.2 and 8.4
• Cognos in report studio, framework manager, Metric Studio, dash boarding and transformer
• Oracle
• SQL Query writing skills
• Cognos SDK
• Bursting and executive reporting

Skills Required:
• Experience scheduling reports using Cognos
• Strong Oracle SQL skills and experience tuning queries
• Working knowledge of data warehouse and a business intelligence
• Working knowledge of large information technology development projects using methodologies and standards
• Excellent verbal, written and interpersonal communication skills, demonstrating the ability to communicate information technology concepts to non-technology personnel
• Working knowledge of metadata management, creation and associated processes
• Strong analytical, problem solving and decision making skills
• Hands on experience working with large datasets
• Knowledge of Autosys or similar scheduler.
• Extensive working experience in problem analysis and resolution determination of complex problems in a network environment
• Ability to work independently or with a team to develop maintains applications in a multi-tier environment.
• Extensive working experience in systems integration in an Agile environment
• Demonstrated leadership ability in complex projects involving multiple vendors and in-house resources within all levels of an organization.
• Proven experienced in Milestone driven delivery, developing comprehensive Project Plans, Schedules and coordinating development and timely delivery of all project deliverables
• Proven ability to manage delivery across a matrix organization.
• Excellent Client Relationship skills, representing the delivery team and ensuring that the project is delivered to commitments.
• Experience in designing large scale Information Technology (IT) solutions and providing guidance to development teams
• Speaks with authority to most layers of depth related to Cognos Development practices

Job Responsibilities:
The experienced Cognos Developer will Design, develop, and maintain Cognos tools set and Cognos Packages to ensure successful delivery of new functionalities and programs.

Coordinate technical efforts of other IT groups and external vendors to ensure effective development, modification, testing and implementation of systems to meet customer needs.

Evaluate Cognos tools and services for impact on company’s success.

Derive technical solutions using core reporting products or extensions of core products.

Develop documentation, training and other materials as needed by customer.

Manage Cognos Enterprise environment including application patching, version upgrades, and user administration.

The candidate must be able and willing to travel based on assigned project demands throughout the County of San Diego.
