Job Description: 

Minimum Qualifications:

The programmer contractor will be responsible for collaboratively designing, developing and testing the real time interfaces between the Medi-Cal Eligibility Data System (MEDS) and the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS). The Programmer will associate the current MEDS functionality into a technical solution which includes the design of the file clearance process and the Statewide Client Index that manages the Client Index Number (CIN) to interoperate with CalHEERS in a real time fashion. The contractor will gather requirements from multiple sources in order to build interoperable technical solutions that are modular, message driven and service focused in nature.

The Programmer will be required to design and implement the solution while ensuring the projects design is aligned with the Medicaid Information Technology Architecture (MITA) Technical Architecture and the Center for Medicare & Medicaid Services (CMS) Seven Conditions and Standards for enhanced funding opportunities

The contractor must have the highly technical and specialized skills and experience in the above described new technologies as set forth in this Statement of Work.

Mandatory Qualifications:

Failure to meet these mandatory qualifications will result in the disqualification of the offer.

Minimum of ten (10) years of experience within multiple, diverse technical configurations, technologies and processing environments.

Minimum of five (5) years of experience developing technical solutions including privacy and security, standards development, and statewide stakeholders collaboration.

Minimum of five (5) years of experience developing and testing in the IBM Mainframe z/OS environment.

Minimum of five (5) years of experience developing and maintaining applications using Common Business-Oriented Language (COBOL).

Minimum of five (5) years of experience utilizing Job Control Language (JCL).

Minimum of five (5) years of experience utilizing Time Sharing Option (TSO).

Minimum of five (5) years of experience utilizing and/or developing Customer Information Control System (CICS) applications.

Minimum of five (5) years of experience developing and maintaining applications using Virtual Storage Access Method (VSAM) files.

Minimum of five (5) years of experience developing and maintaining applications using DB2 for OS/390.

Minimum of five (5) years of experience utilizing Microsoft Office (Visio, Word, Excel, Project).

Minimum one (1) year of experience with Agile/SCRUM system development methodologies.

Minimum one (1) year of experience working with Medicare and/or Medi-Cal.

Minimum two (2) years of experience with large scale integration of a centralized state system with numerous geographically diverse local systems and organizations.

Minimum two (2) years of experience providing programming services on IT projects having a minimum one-time cost of two (2) million dollars.

Experience and/or familiarity with Enterprise Architecture (EA), Medicaid Information Technology Architecture (MITA), Enterprise Services Bus (ESB) technology, Service Oriented Architecture (SOA), application development, middleware, servers and storage, database management and operations.

Experience or knowledge of the State Client Index System

Desirable Qualifications:

Experience and/or familiarity with one or more of the systems affected by this project (MEDS, CHDP Gateway, MRMIBs Administrative Vendor, Maximus, CA-MMIS).

Experience working with HHS and DHCS programs and projects, such as SAWS, MEDS, etc.

Experience with specialized software used for analyzing, developing and/or testing Web Services interfaces, such as Techwriter for Web Services, XML Developer and/or SOAP UI Pro.

Experience working on multi-year projects.

Experience applying industry standards and best practices when designing technical solutions.

Experience and knowledge of Medi-Cal business rules.
