The Client HealthSpring Medicare Data Quality Operations (MDQO) application development team is looking for an agile business analyst (BA) to fill a critical role.
This BA will gather requirements; work with the internal business community, technical teams and MDQO staff to build quality software for company operations related to the MDQO mandate. The person that fills this role will have experience fulfilling CMS objectives in a health insurance environment, compliance initiatives, and developing related quality agile requirements for technical development teams.
The ideal candidate will have successful experience writing requirements for CMS related software applications for plans, claims, medical health records, providers, members, vendors and submissions that get handed to an agile engineering team.
Essential Duties/Responsibilities and Accountabilities
Execute responsibilities with an understanding of product vision, strategic objectives, and priorities
Translate high-level strategy & product direction into features, epics and user stories
Prioritize in the product backlog for selection for sprint backlog
Act as primary interface to the scrum team and provide user stories and define business driven test cases
Create, maintain, prioritize, and own the product backlog with respect to business value and stakeholder input
Identify product release content by collaborating with stakeholders, project management and technical teams
Participate in developing realistic timelines based on requirements, resources and departmental needs
Convey vision and goals for software releases to project management and development teams
Represent stakeholders, end users and customers to the technical support team
Assist with the elaboration of the user stories and requirements
Participate in the planning meetings, reviews (demo) and retrospective meetings
Coordinate with other agile product owners in release planning for cross-product initiatives
Participate in creation of low or high fidelity prototypes
Is subject matter expert (SME) in specific business knowledge related to product initiatives
Is the primary interface to the scrum team and provides them with user stories
Helps development teams define business driven test cases
Accepts or rejects product development results related to the business need and established requirements
Identifies and prepares materials for, and delivers internal training for new features as needed
Skills: Required Skills and Abilities:
3 years of Agile experience
Excellent written and oral communication skills required
Strong interpersonal, communication, conflict resolution and negotiation skills
Strong product & project management skills
Experience with requirements: elicitation, gathering, documentation and management
Technical experience developing applications preferably in an enterprise setting
Proven ability to quickly learn new business domains and technical applications
Experience with enterprise software development of windows, web-based, data, reporting, or similar systems
Excellent collaboration skills across departments and roles
Analytical mindset
Demonstrates functional and conceptual understanding of technical matters related to software development

Design prototype screens (wireframe)
Education: Technical Bachelor degree in Information Systems, Data Systems or Informatics preferred. Will consider other appropriate education and experience blends.
