Shift: 8:00am - 5:00pm

Job Summary:

Manage all aspects of the O&M portions of the contract as the Project Manager at assigned site. Has overall responsibility on a 24-hour basis for the O&M work to be performed. Position requires strong interpersonal skills and compassion and respect for persons with disabilities.

Essential Functions:

  • Comply with all Agency policies and procedures and follows contract specifications
  • Establish and maintain positive relationships with government facility staff and COR/KO
  • Oversee day to day operation, maintenances, repairs, and support operation of the interior and exterior areas of the building to include the support of all mechanical systems
  • Manage services requests and with CA approval provide service based on agreements
  • Personally oversee the work of the O&M subcontractor, monitor work performed during all shifts on a regular basis and track performance and personally perform spot checks of quality of work done.
  • Be on site Monday through Friday as required by the government and meet the core hours required per contract
  • Be reachable 24/7 to contact the O&M subcontractor to respond to facility emergencies within one hour per COR’s request, and to monitor the performance of the subcontractor to ensure that the response is sufficient and to communicate the resolution to GSA.
  • Maintain a MAXIMO system to receive, record, and track and discuss with custodial PM, PCC and Chief Eng. for their responses and actions
  • Provide required reports and weekly / monthly invoices to the Contracts Administrator, Director of Operations, and GSA COR in a timely manner
  • Direct and oversee the subcontractor performance in scheduling and carrying out the maintenance and repairs for all O&M contract needs that are brought to Chimes’ attention from GSA or any other source.   Collaborate with Custodial PM on related repairs.
  • Receive, record, review, and respond to inspection, reports and all service calls and operation problems, refer custodial issues to Custodial PM
  • Manage all office requirements and the work of the O&M subcontractor to ensure job completion
  • Assure that all work is completed in a timely and cost-effective manner with a high

level of quality within guidelines from Chimes and the PWS

  • Manage the work of the O&M subcontractor to resolve quality issues through enforcement of a quality control program that was submitted by the subcontractor as part of the contract deliverables.
  • Meet with Facility or Building Managers to review quality/contract compliance issues
  • Attend and/or conduct meetings with government facility representatives and Chimes staff when scheduled
  • Prepare schedules including key accountabilities and tasks for all Chimes on-site staff
  • Maintain daily time records for the Chimes staff
  • Maintain inventory and order supplies and uniforms within budget and with CA approval
  • Verify equipment readiness and inventory accountability
  • Hire, evaluate, and supervise all Chimes O&M and office staff members
  • Observe, manage, and provide feedback to all staff to ensure accurate job completion
  • Present ideas and recommendations to Contracts Administrator based on contract needs
  • Analyze, review, and suggest solutions to operational challenges
  • Ensure compliance with dress code and personal hygiene standards for self and staff
  • Comply with and ensure staff compliance with all building and security requirements
  • Ensure timely, accurate completion of all paperwork and employee communications
  • Communicate effectively with Chimes DC employees and with government staff on all work-related issues
  • Work cooperatively with the HR office on all hiring and employment related matters
  • Attend required meetings and in-service training
  • Pass and comply with CPR/First Aid training

  • Assist in the planning and implementation of staff development programs
  • Assume other duties, responsibilities, and special projects as needed

Physical Abilities Needed to Meet Work Demands:

  • Ability to stand or walk for long periods of time

Other requirements: 

  • Valid driver’s license from state of residence and ability to drive
  • License must have been valid for at least 3 years
  • If driving a 15 passenger van, must be at least 25 years old
  • Acceptable driving record as determined by Agency’s insurance carrier and by Chimes DC policies and procedures
  • Maintain building access clearances

Essential Personnel:

This position is designated as essential.  This means that when the facility is faced

with an institutional emergency, employees in this position may be required to remain at their

work location or to report to work to protect, recover, and continue operations at the facility.

Education:

  • College degree preferred
  • Knowledge of green cleaning principles and CIMS certification requirements preferred
  • Knowledge of electronic tracking systems such as MAXIMO, SAMS, TAMS, JAMS, etc
  • Knowledge of regulatory standards, hospital standards, and facility management
  • Knowledge about regulations for SDS, Fire and Safety, Hazard Communications and Bloodborne Pathogens
  • Bilingual in Spanish and English is a plus

                       

Experience:

  • Five (5) years recent (within the past 7 years) successful experience in the management and supervision of building mechanical operations and maintenance for buildings of the approximate size, complexity and characteristics of the buildings covered by this requirement, and managing a workforce providing services on a contract of similar scope and size or at the current site (1.2 Million Sq Ft)
  • Demonstrated ability and knowledge of building service management as well as relevant equipment and chemicals and their applications
  • Demonstrated ability and knowledge of maintenance and repair schedules, custodial services, building alterations, and customer relations
  • Documentation will be needed to verify: professional training, educational background and current professional trade licenses.
  • A detailed description of the previous ten (10) years of employment history for the proposed Project Manager.

  • At the discretion of the Personnel Officer, additional related experience and/or education may be substituted in lieu of the requirements specified above under Education and Experience
