The Assistant Program Director works within the Agency’s team model, establishing open communication, support, and accountability among co-workers. They will supervise and manage the activities of program and unit compliance, including unit inspectors/maintenance, housing and ETO staff; will assure a primary leadership role in interactions with staff as it relates to program and unit compliance; will ensure the coordinated effort of all shelter and unit compliance and will support the philosophy of the agency and the program in all interactions with staff, residents and outside agencies. Will work as the DSH liaison to the Organizational Excellence department within CHD
Responsibilities
- Supervise program and unit compliance staff and is responsible for the implementation of program policies, practices, and procedures.
- Ensures the development and maintenance of relationships among staff, residents, and outside agency personnel which emphasize responsibility for one’s actions.
- Ensure that responsibilities are met in accordance with program policy and procedure.
- Work with other assistant directors and operations managers to ensure shelter supervisors are following protocols for program and unit compliance.
- Work with the assistant directors and operations managers to establish a yearly training plan that meet the needs of the DSH division
- Work with operations managers to ensure the policies and procedures of the funder as well as DSH policies are being followed and use appropriate tools outlined in those policies and procedures to ensure compliance.
- Work with the CHD Organization Excellence Department to ensure the DSH division is in compliance with agency initiatives
- Conduct all internal investigations of staff and residents; process formal resident complaints, and conduct all resident hearings in accordance with program policies, practices, and procedures
- Provide ongoing support and guidance to ensure all program units meet the funder requirements for health and safety.
- Provide direct supervision ETO staff, inspectors and housing team
- Coordinate shelter operations including, moves, admissions, exits, unit turn over, and appropriate maintenance of units
- Respond immediately in the event of resident crisis, suspected illegal activity (staff or resident), any behavior constituting an incident in the program, or any event which might in any way jeopardize or comprise the security of the program
- Direct the management of any unusual or urgent situations as they arise on in day to day program operation, in accordance with program policies, practice and procedures
- Work within the policies and procedures of CHD; strengthen working relationship with outside resources to enhance program and unit compliance.
- Provide supervision/ training for staff in all areas of program and unit compliance as assigned or required by program policies and procedures
- Work with field operation managers to ensure the appropriate administration of progressive disciplinary procedures in accordance with program policies, practices, and procedures and in conjunction with the corporate personnel policies
- Maintain personnel records in accordance with standard format and timetables
- The Assistant Director for Program and Unit Compliance should actively support the philosophy of the agency and program as well as maintain a high level of commitment to program
- Demonstrates effective de-escalation skills
- Seek out and use training and supervision in accordance with program policies and practices
Minimum Qualification
- Bachelor's degree in human services or a related field preferred and/ or 3 or more years of supervisory experience in a shelter and housing operations
- Extensive experience in a secure setting required
