Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. This position will be responsible for the supervision of the Karibu Culturally-Specific Stabilization staff and the day to day operations of this program. The program will support 15 dormitory style beds for African American / Black men seeking to stabilize in the early stages of their recovery in a comprehensive, person-centered, and integrated program. The Karibu Supervisor is responsible for ensuring CCC is supporting the contract requirements of this program; and includes providing supervision to peer specialists, case managers, and assistant case managers as well as collaborating and coordinating with integrated Behavioral Health Service (BHS) and Substance Use Disorder (SUD) programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervise Peer Support Specialist, and Assistant Case Management Staff.
- Coordinate and monitor daily operations of staff, ensuring adequate staffing and coverage.
- Responsibilities include hiring, conducting regular performance evaluations, coaching, reviewing requests for time off and schedule changes, discipline, and termination of assigned personnel.
- Plan and facilitate regular staff & partner meetings.
- Co-facilitate interdisciplinary case consultations with clinical and supportive housing staff.
- Maintain effective communication with direct reports, supervisor, tenants and property management staff.
- Oversee appropriate management and maintenance of case management system. Input and maintain accurate records of client’s progress in working toward individualized housing goals using MS Office, Apricot and HMIS.
- Monitor building occupancy and vacancy of beds in order to ensure occupancy is at an optimal level.
- Assist in development and implementation of new program policies and procedures and processes as needed.
- Provide training, assistance and guidance to staff who are assisting clients in working toward the goals of recovery, healthcare connections, income enhancement, obtaining and maintaining permanent housing, and developing self-sufficiency.
- Aid and guide staff who are assisting individuals in completing needs assessments and developing goal driven plans.
- Assist the Associate Director of Supportive Housing as needed.
- Take a collaborative and hands-on approach with team members when difficult client related issues need resolution.
- Oversee and facilitate events as needed.
- Ensure program forms reflecting the current needs of the program are in place.
- Ensure accurate ongoing progress notes are in place.
- Attend clinical staff meetings and case conferences in order to help initiate aftercare plans for clients.
- Ensure proper coordination between Karibu Supportive Housing Staff and BHS and SUDs programs.
- Supervise and monitor all administrative responsibilities of staff in the Karibu program.
- Work as a team member with the CCC staff.
- Develop working relationships with alcohol & drug corrections treatment providers, mental health providers and other outside resources for Karibu clients.
- Monitor client utilization of assigned space.
- Provide reports and other paperwork as required.
- Participate in compliance, quality assurance and quality improvement activities as directed.
- Be available by cell phone 24/7 for all emergencies.
- Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
- Gather, edit, and refine program boilerplates and impact data. Help to keep files organized and updated.
- Perform related duties as assigned, within the scope of the role.

- Demonstrated basic knowledge and skills in chemical dependency, mental health and issues of homelessness.
- Ability to work with ex-offenders in groups and as individuals.

- Ability to establish and maintain cooperative working relationships with those contacted during the course of work.
MINIMUM QUALIFICATIONS:
- High School diploma or GED required plus two years of experience working with Offender/Re-Entry population, and individuals dealing with chemical dependency, mental health and homelessness.
- One year of supervisory or team lead experience required.

- Must pass a pre-employment drug screen and background check.
- Must not actively be on parole or probation
- May be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull, lift heavy objects and climb stairs several times a day.

PREFERRED QUALIFICATIONS:
- Bachelor’s degree in a relevant field
- CADC I
- Valid driver’s license preferred. If required to drive, must pass a DMV background check, and be designated an “acceptable” driver as outlined in Central City Concern’s Fleet Safety Policy. If required to drive, must pass an initial driver’s training within 60 days of being an approved driver and continued recertification training.
