Job Summary:
The Managing Director of Indian Child Welfare Programs (ICWP) reports to Casey’s Executive Vice President for Child and Family Services and leads Casey’s work with tribes across the country in order improve family and child wellbeing outcomes. Working with national and regional partners, ICWP supports tribes toward building capacity to implement culturally appropriate family and child well-being policies and practices. ICWP actively engages tribes with state and/or local child welfare jurisdictions to implement strategies, such as facilitating tribal state/local agreements, increasing access to federal/state financing, and/or implementing/ promoting state/federal Indian Child Welfare Act and its principles as a gold standard. This position also leads operations within the ICWP work unit, oversees the work unit budget, ongoing projects, and the coordination with other teams within Casey Family Programs.
Essential Responsibilities: |
· The Managing Director directly supervises and provides leadership to the Senior Directors/ Directors in designated locations and helps supervise assigned administrative support staff. |
· This position works both independently and as part of a team to facilitate/ convene states and tribes. |
· This position works closely with Systems Improvement staff, and other Casey work units to ensure the integration of the ICWP’s learning into organizational practice. Additionally, the Managing Director works closely with Casey Child and Family Services Management and others at Casey to align outcomes with organizational goals. |
· The Managing Director provides leadership to Casey, Tribes, and States regarding child welfare systems for Indian Child Welfare programs. Represents Casey in a professional manner to those outside of Casey at all levels. Works directly with national leaders and national organizations in representing Casey’s work in Indian Country. |
· Identifies and then shares information on model Indian Child Welfare programs. Leads the ICWP team in the coordination and integration of services to Native youth and their families. |
· Identifies partners, communities, and resources for the successful transformation and development of a tribal child welfare system in each identified location. |
· Recommends and implements practices and policies which improve the outcomes from the ICWP work unit. |
· Follows the HR System to provide ongoing coaching, career development, and performance management to direct supervisees. Makes decisions on personnel actions, compensation, and position duties in the work unit. Interprets, recommends and enforces HR policies and procedures. · Provides leadership to ICWP and models leadership. Ensures adherence to Casey policies in all matters of practice, contracts, communications, resources, personnel and reporting. |
· Maintains confidentiality of sensitive information. Understands and adheres to code of ethics and practice for functional area. · Ensures alignment with organizational values, goals, and directives in all work performed. |
· Oversees the ICWP budget and resource management Acts as a good steward of Casey resources – in expenses/funding, but also in labor hours in applying appropriate amounts of resources to each project. Looks for ways to maximize effective communications with cost and effort leveraged. |
· Works on projects, acts as committee member, and performs other duties as assigned. |
Qualifications:
- Master’s degree in Social Work required or a related human services field and a minimum of 10 years of progressive responsible management experience in tribal child welfare program management. Experience in managing child welfare operations, supervision, project management, and collaboration is required. Extensive and high-level experience in leadership of Indian Child Welfare service delivery systems in tribal communities is desirable.
- Working knowledge of current theories and practices related to social work and/or human services is required. Proven experience in fiscal management and deployment of resources is critical to success in this position. Skills in team building, decision-making, and a strategic visioning.
- Excellent written and verbal communication skills are required. Must be skilled public speaker with experience speaking in a variety of venues including governmental legislatives hearings and conferences. Must have experience handling and managing with all forms of media.
- Experience in negotiating multiple priorities, monitoring and negotiating contracts, and consulting and working in teams within the child welfare field is essential.
- Excellent analytical skills, ability to work effectively in a team environment, and cross-cultural competence are critical requirements.
- Experience in consulting within the child welfare field, resource procurement, community relations, policy development, and program planning and supervision are desirable. Knowledge of child welfare, as related to Indian Child Welfare programs, required.
- Demonstrated ability and success in collaborative efforts, highly refined cultural competence and awareness, systems thinking, excellence in communications, change management, and the ability to be flexible in role are all required in this position.
- Ease of use with technology required --computer skills such as Microsoft Word, Excel, and Outlook are required.
- Must pass a criminal background check. In the event of Casey business that requires use of a personal vehicle, must have a valid driver’s license, a good driving record, and proof of insurance.

- This is a full-time, regular position that requires workweeks in excess of 40 hours and requires travel up to 50% of the time to Tribal communities, field offices, meetings, and other events.

This position is based in our Denver, CO office. The base salary for this position will be $180,000 to $212,000.

Additionally, employees are eligible to accrue paid time off, starting at 8 hours per month of annual leave and 8 hours of sick time per month in the first year of employment. Casey Family Programs also observes 10 paid holidays per year and each employee receives one personal holiday to use each calendar year. Employees that meet certain tenure qualifiers are eligible for up to eight weeks of parental leave for the birth or placement of a child for adoption or foster care. After the completion of 10 years of continuous, full-time employment, employees in good standing are eligible for a three-month sabbatical with pay.
