General Summary:

The Senior Roadway Quality Control (QC) Technician serves as manager of the Roadway QC Technician team.  As a manager of this team, this role involves supervising, training, and mentoring team members, overseeing planning and scheduling, and approving tasks. Additionally, it supports Quality Control and Contracting Division Management in controlling and optimizing asphalt mixes, paving pattern, and roadway operations ensuring that asphalt mixes meet the minimum specifications.

The Senior Roadway QC Technician must be on call at all times for timely issue resolution and respond promptly to emergencies day or night. Flexible scheduling, including early starts and late evenings during peak season, is expected. The incumbent must practice absolute confidentiality, good judgment, and common sense in all duties and any other tasks as assigned and directed by QC Manager Asphalt and Director QC.  Minimal overnight travel (up to 10%) as required.

Essential Duties and Responsibilities:

  • Complies with all safety policies, procedures and established safe practices and ensures that all direct reports do the same. Reports all unsafe conditions and actions to a supervisor and/or the Manager Health & Safety
  • Trains, develops and monitors the safety practices (including PPE) of own employees through regularly scheduled safety meetings, one on one development, reminders and disciplinary action, if necessary
  • Follows all requirements listed in the Supervisor Safety Procedures Manual (SSPM) including, but not limited to, safety training, emergency procedures, accident reporting and investigation and employee observations
  • Ensures compliance of production staff with all policies and procedures, OSHA, MSHA, FAA and NCDOT guidelines
  • Maintains a clean and orderly work area and meets other housekeeping needs as required by Sunrock, MSHA 30 CFR 56.20003 and OSHA 29 CFR 1910.22
  • Creates the daily schedule for all Roadway QC Technicians by consulting with CSC Superintendent, CSC Foreman, Plant Operator, HMA Production Manager, and when necessary, the QC Manager Asphalt and Asphalt Paving Construction Manager.
  • Serves as a resource to all Roadway QC Technicians, perform duties of a roadway technician, and review and communicate reports of any errors or issues
  • Trains, develops and supervises the training of any new members of the Roadway QC Team and department related to safety and other QC responsibilities
  • Coach personnel of the company to obtain new certification or recertification in asphalt
  • Manages PTO, develops annual performance reviews, and disciplinary actions for all members with approval of the QC Manager Asphalt
  • Supports Quality Control Management in tracking asphalt performance by mix and by job in the field to optimize asphalt mixes as conditions change
  • Collaborates with CSC Superintendent and CSC Foreman to ensure the paving crew adheres to QC directives, guaranteeing asphalt mixes meet specifications
  • Performs spot check of road and QC roadway equipment to identify malfunctions and recommends necessary corrective action
  • Works with QC Manager Asphalt to compile and submit the technical side of road specifications and operation to customer, engineer, etc.
  • Assists Asphalt Paving Construction Manager in accident investigations as requested
  • Participates in proactive team efforts to achieve departmental and company goals
  • Provides leadership to others through examples and sharing of knowledge/skill

Required Skills and Abilities:

  • Proficient in reading, interpreting, and writing English documents including safety rules, operating and maintenance instructions, procedure manuals, and reports effectively communicating with groups of customers and employees
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  • Intermediate personal computer skills, including electronic mail, routine database activity, word processing, spreadsheet, graphics, etc.
  • Ability to prioritize, organize, and delegate assignment

Education and/or Experience:

  • Associate’s degree (A.A.) or equivalent from two-year College or technical school preferred; Bachelor’s degree (B.A. or B.S.) or equivalent from a four-year College of University preferred; 2 (two) – 5 (five) years related experience and/or training required; Other combinations of education and experience may be considered. Certificates, Licenses, Registrations:

  • Valid North Carolina Driver’s License
  • NCDOT Level II Superpave Plant Technician Certification required
  • NCDOT Roadway Technician Certification required
