After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation’s first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

SUMMARY

We are looking for an experienced Project Director to join our Brightline West team for assigned responsibilities at our Rancho Cucamonga Station and garage in Rancho Cucamonga, CA. Responsibilities of this Director position would also include projects at three locations in the Victor Valley (at Apple Valley and Hesperia). Initially, the Director would be onsite in our Las Vegas headquarters until construction commences and on-site offices are established in Rancho Cucamonga, CA. This individual will be responsible for delivering on all aspects of the project’s design and construction, with a primary focus on maintaining budget, schedule, and quality. Management responsibilities include but are not limited to architecture, structural, MEPF, interior design, signage, furnishings, lighting, civil and landscaping, etc.

Additionally, this role entails overseeing project activities, managing 5-6 direct reports, coordinating with internal colleagues on various project scopes, and maintaining regular progress reports for senior management, Brightline West executives, Federal Rail Administration (FRA) Grant Administrators, Third-Party oversight, and local public agencies.

PROJECT OUTLINE

The Rancho Cucamonga Station/Garage project occupies 6 acres. This parcel currently contains Metrolink surface parking but is in the process of being obtained by BLW. The Complex consists of the following elements for which the Project Director would be responsible for the overall delivery of design and construction.

  • Station Building – 80,000 sf (3 stories) + 1500’ long elevated platform (on viaduct).
  • Garage – 3700 Parking structured parking spaces (9 stories) + provisions for passenger pick-up/drop-off areas (Rideshare, Buses).
  • Overall development of sitework, utilities, and site improvements (Hardscape and Landscape).
  • Off-Site Developments critical to Station opening including traffic signal installation and modifications to public roads and utility connections.
  • Restoration of Metrolink or City Facilities impacted by the project construction.
  • FFE (furnishings) and Operating Supplies/Equipment procurement and installation.

The Victor Valley Projects consist of the following components:

  • Victor Valley Station – 22,000 SF single-story station, 600’ platform between I-15 travel lanes, with tunnel connection to the station building, 400 space surface parking lot, on-site utility improvements, off-site ½ mile-long public road, and utilities connection to the station.
  • Maintenance of Way (MOW) Building at Apple Valley – 26,000 SF industrial building housing a train maintenance shop for diesel-operated equipment, storage, and office support areas for MOW staff. Site work includes entry drive, parking and tarmac loading areas, and on-site utilities.
  • Hesperia Station – 1800 sf station secured entry building attached by overhead bridge to a 200’ platform located between the I-15 travel lanes. 360 surface parking spaces to be provided along with on-site utilities and other site improvements.

PRIMARY RESPONSIBILITIES

  • Lead and manage the Brightline West design consultant teams to deliver high-quality documents to support the entitlement, permitting, and construction processes, within the parameters of the schedule and budget objectives.
  • Closely manage project budgets along with commitments, known cost exposures, and potential risks. Maintain current Estimated Final Cost logs and report weekly on project status to the Senior VP of Design.
  • Prepare weekly reports on all aspects of the projects and assist in developing monthly reports for the Brightline West Executive team.
  • Work closely with the Brightline West Operations team and Rail/Civil Infrastructure teams to incorporate their requirements into the design and construction documents.
  • Working with the SVP of Design, developing the remaining design and construction procurement strategy, identifying the list of bidders for design scopes, developing the RFP, and managing the negotiation and/or interview and selection process for all remaining scopes.
  • Manage the selected Design-Builder through the process of completing the design, permitting documents, and buying out of multiple bid packages. Fast-tracking of bid packages and Enabling/Early Works packages are anticipated to be required on some if not all projects. Track compliance of selected Design-Builder to Project Labor Agreements required to be finalized for each Project.
  • Monitor Design-Builder Compliance with all aspects of FRA Grant reporting including but not limited to – adherence to Buy America and meeting or exceeding Small Business (SBE) or minority Business Enterprise MBE) percentages of participation on the Project.
  • Work with Brightline West Operations/Security/IT teams, prepare detailed requirements for the Operating Supplies and Equipment (OS&E) and Pre-Opening procurement budgets. Confirm supporting infrastructure requirements for OS&E and include them in design documents, while managing these internal resources within project budgets.
  • Work with the Brightline West team and outside consultants to develop detailed budgets for Furniture, Fixtures, and Equipment (FF&E) and develop/implement a procurement strategy, including installation.
  • Review and approve consultant and vendor invoices and maintain project filings and record systems.
  • Monitor contractor submittals, RFIs, and the consultant team responses, with a focus on responses being timely and consistent with cost and schedule.
  • Develop detailed Project “close out” and “as-built” processes related to design consultants and execute them to completion.

REQUIRED AND PREFERRED EXPERIENCE

  • Bachelor's degree or equivalent in Architecture, Construction, Engineering, or similar field.
  • Minimum 15-20 years’ experience in managing complex design and construction projects related to progressively increased responsibility in supervision and project management of both internal and external resources.
  • Proven capability and direct experience managing complex projects over $100M, or multiple projects at $50M+ concurrently, including overall responsibility for quality, brand integration, schedule, and budget.
  • Proficiency in Microsoft Office and Microsoft Project, or Primavera P6.
  • Proficiency in Project Management software systems (Aconex).
  • Ability to guide the development, interpretation, and enforcement of contract documents (agreement forms, drawings, specifications, and schedules). A fully coordinated set of contract documents between all design disciplines is a key responsibility of delivery.
  • Ability to source, bid, and negotiate agreements for remaining design or 3rd Party Inspection firms.
  • Ability to manage/negotiate the construction bid/award process, and subsequent change order process with contractors, specifically as it relates to the incorporation of the bid alternates and value engineering assumption from the bid/award process into an updated and fully coordinated set of documents for construction.
  • Strong communication and analytical skills required. Ability to establish relationships with internal subject matter experts related to rail infrastructure integration, station operations, station security, IT integration, branding, marketing, and opportunities to monetize the stations related to potential naming rights and advertising opportunities.
  • Proven capability of managing a team in the delivery of a common objective.
  • Ability to present and report to Brightline West Executives and outside agencies.
  • Prior work experience on transportation facilities with an understanding of Buy America requirements per the Federal Rail Administration a plus.
