Part-time position:  60% time (25 hours per week x 52 weeks)

Job Description

 

General Definition of Work

The PRCE Director performs professional work planning, organizing and supervising community education facilities, activities, programs, staff and events, enforcing rules, preparing reports, developing procedures, marketing, assessment/evaluation and related work as apparent or assigned. Work involves setting policies and goals under the direction of the PRCE Board.  Additionally, the PRCE Director oversees all aspects of the Watchpuppy Pre-School and Kids Konnection After-School and Summer Program, which includes supervision, programs, staff, reports, procedures, and other work as needed.

 

The PRCE Director works closely hand-in-hand with the City of Beresford and the Beresford School District in the coordination of facilities, programs, and scheduling calendars.  The Director must develop and maintain effective working relationships with multiple other external entities, businesses and community organizations.

Essential Functions

  • Assigns, directs and reviews department staff work; recommends hiring, transferring, suspending, disciplining, and terminating department staff; evaluates staff performance; coaches and/or counsels staff.
  • Creates, administers and monitors the departmental budget including allocating resources, payroll and approving expenditures in conjunction with the Business Manager.
  • Manages community education facilities including decision-making, policy interpretations and other issues.
  • Coordinates facility usage with the Beresford School District and the City of Beresford Parks and Recreation program.
  • Participates on various community committees.
  • Oversees the development and implementation of programs, policies and procedures of the department, or as directed by the PRCE Board.
  • Performs needs assessment for the community and evaluates the requirements of programs and markets.
  • Attends various meetings, seminars, conferences, etc.
  • Maintains appropriate marketing and publicity relationships.
  • Presents and networks with local associations and municipalities.
  • Conducts and coordinates departmental administrative meetings.
  • Prepares and submits internal and external reports to local, state, and federal agencies regarding program statistics, standards and reimbursements.
  • Performs other duties as assigned.
  • Grant writing and grant administration.
  • Develop, monitor and review PRCE budgets, contracts, grants, income, expenses and resource revenue for the program.
  • In collaboration with the PRCE Board, direct the development of an annual business plan, marketing strategy, and programming.
  • Provide site management for multiple community locations, internet and social media.
  • Oversee all budgets, financials, and schedules for the Beresford Baseball/Softball Association.

  • Knowledge of community education operations.
  • Knowledge of the program areas in community education.
  • Knowledge in creating and monitoring a department budget.
  • Knowledge of state and federal funding for community education.
  • Knowledge of community programs and related rules and regulations.
  • Knowledge of the principles and practices of facility planning, programming and operations.
  • Ability to maintain order in a public facility.
  • Ability to plan and supervise the work of others.
  • Ability to establish and maintain effective working relationships with participants, associates, and the public.

 

Education and Experience

  • Bachelor's degree preferred in Education, Administration, or related field and experience managing or overseeing a community education facility, or equivalent combination of education and experience.

 

Physical Requirements

 

  • This work requires the occasional exertion of up to 50 pounds of force.

  • Frequently requires standing, walking and sitting.
  • Occasionally requires using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions.

  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities.
  • Work occasionally requires exposure to outdoor weather conditions.
