POSITION OVERVIEW:
ANSER is seeking a Financial Analyst in support of the Office of Industrial Base Policy (IBP) within the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). The person in this role will support the OUSD(A&S) IBPs mission’s fiduciary responsibilities for execution of a Research, Development, Test and Evaluation (RDT&E) program valued in excess of $1B annually by preparing and tracking funding documents through the full range of the obligation/expenditure cycles, and all supporting documents, transactions and reporting. This position is to work onsite at the Mark Center in Alexandria, VA or remotely.
RESPONSIBILITIES:
- This position assumes technical responsibility for execution of all IBAS program RDT&E funding decisions made by the IBAS Program Director. It is a dedicated working level position vice a management position requiring in-depth understanding of Defense Agencies Initiative (DAI) funding and accounting mechanisms, policies, the Financial Management Regulation, accounting deadlines, reporting requirements to the OSD Comptroller and other financial chain of command offices on the OSD staff, and the ability to understand business operation systems of the organization
- Preparation and tracking of Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requisitions (PRs) for the distribution/execution of RDT&E 2-year program funds in the Defense Accounting Initiative (DAI) system.
- Review and/or prepare reimbursable Support Agreements (FS 7600a) for every reimbursable MIPR, using the Treasury G-Invoicing system per Treasury directives.
- Support to all IBAS partners via multiple communication methods, using good communication skills, in the utilization of funds distributed and tracking of contracts pending award for obligation.
- Update Controls of Funds Plan and Execution methods to identify MIPRs issued and subsequent obligation and expenditure status across current and prior fiscal year to ensure the IBAS program’s efficient use of funds and avoidance of anti-deficiency act provisions.
- Monitor and report the status of approved, deferred, and released funds, and specifically tracking Congressional add resources
- Assist the Senior/Lead Financial Analyst in preparation of the client’s program responses to multiple unannounced financial taskers from Comptroller and other financial chain of command organizations, and support the IBAS Program in-depth financial execution information requirements within the full range of DOD’s complex Planning, Programming, Budget, and Execution (PPBE) System to justify/defend/protect/execute resources within the program’s financial portfolio.
- This position supports the Senior/Lead Financial Analyst and this role may require additional duties as needed.
REQUIRED SKILLS/EDUCATION/EXPERIENCE:
- Active SECRET security clearance.
- Master's degree and 10+ years of progressively responsible experience in financial management or accounting at the OSD level (or BS/BA and 18 years total work experience)
- Preparation of Military Interdepartmental Purchase Requests (MIPRs), 7600a Support Agreements
- Knowledgeable of Governmental financial activity systems, such as, but not limited to: G-Invoice, Defense Agencies Initiative (DAI) financial management tools, and the Comptroller XML Exhibits for R-2s DTIC website.
- Expert communications skills
- Expert experience using Microsoft Office suite of productivity tools (Excel, PowerPoint, Word)
DESIRED SKILLS/EDUCATION/EXPERIENCE (NOT REQUIRED):
- Experience in using budget/resource analytic tools, techniques, and processes.
- Experience in supporting audits
- Knowledge and experience with Research, Development, Test and Evaluation (RDT&E) 2-year appropriation accounts
