The Executive Office for U.S. Trustees (EOUST), Office of Procurement and Property Branch (USTP), located in Washington, D.C., is seeking a highly skilled and knowledgeable Physical Security Specialist. This role involves providing authoritative analytical and advisory services to interpret and apply physical security policies and program requirements across USTP.
The Executive Office for the U.S. Trustee (USTP) comprises around 1,200 federal employees and contractors working at its headquarters and across approximately 100 regional offices nationwide. Its workspace encompasses government buildings, federal courthouses, and private leased facilities that may also be shared with other federal or non-federal tenants.
Key responsibilities include (but not limited to):
- PIV Processing and Site Inspections: Serve as the primary PIV Registrar Activator for EOUST, coordinating enrollment and activation of PIV cards via the US Access system. Provide training and guidance for obtaining or replacing PIV cards and activate or update PIV cards for eligible USTP personnel.
- Personnel Security Support: Act as a backup to the Program's Personnel Security Specialist, conducting credit, name, and fingerprint checks for employees, contractors, and trustees. Initiate OPM/FBI investigations on or before employees' EOD dates and promptly for trustees.
- Physical Security Surveys: Prepare and review findings from physical security surveys and inspections to evaluate risk management effectiveness and compliance with guidelines.
- Safety and Health Inspections: Collaborate with offices to complete Annual Safety and Health inspections or checklists, identifying issues to address with the General Services Administration (GSA).
Required Qualifications:
Experience:
- A minimum of ten (10) years of total experience, including at least five (5) years in a federal/government setting with specialized experience in physical security.
Required Security Clearance:
- Applicants must be U.S. citizens and possess, or be able to obtain, a Public Trust or higher security clearance
Education:
- A high school diploma or GED is required (at a minimum).
Skills and Knowledge:
- In-depth knowledge of federal security regulations, guidelines, and standards, including PIV card issuance, maintenance, and related security practices.
- Familiarity with the US Access system or similar identity management systems.
- Ability to interpret and apply security policies effectively and communicate them to non-technical personnel.
Technical Proficiency:
- Proficiency in security management software and familiarity with investigative tools.
Analytical Abilities:
- Solid analytical and problem-solving skills for comprehensive risk assessments.
Communication & Collaboration:
- Effective written and verbal communication skills to deliver training, policy interpretation, and guidance.
Travel Requirements:
- Ability to travel outside the Washington, D.C. area for site inspections and assessments, in compliance with Federal Travel Regulations.
