Our prime client, The Peace Corps, the Office of Safety and Security, Information & Personnel Security (IPS) Office is responsible for conducting personnel security background and adjudication of all Peace Corps staff and contractors to determine security clearance suitability for access to Peace Corps facility and network systems.
We are seeking a Personnel Security Specialist to ensure accurate and timely processing of security clearance and maintaining appropriate documentations on granting of security clearances to include US Access, Peace Corps Case management system, and Defense Counterintelligence and Security Agency (DCSA) security. Location of this role is at Peace Corps HQ in Washington, DC.
- Work location: once established in role, is 2 days telework and 3 days client location.
- We are prime for this 5 year contract through 9/2027.
Responsibilities are but not limited to;
- Initiate Public Trust and National Security Clearance Investigations and other employee and contractor background investigations for the Peace Corps in e-QIP on NBIS and provide assistance as needed t to selectees and employees throughout the background investigation process.
- Provide access to selectees and serviced employees to the e-QIP system and ensure it is completed by the employees/applicants.
- Monitor the status of background investigations, update the case management system, PCCATs, as appropriate, and handle returned investigations.
- Provide appropriate forms, answer questions, identify controversial issues or problem areas and present these issues to Personnel Security Specialists for resolution.
- Provide personnel security program assistance to Personnel Security Specialists regarding suitability factors, proper completion of investigative forms and criteria for determining position sensitivity designations.
- Utilize USAccess and DCSA systems as needed for preparing packages for vetting of candidates by the Personnel Security Specialists.
- Update and assist with scrubbing of data within the PCCATs case management system.
- Assist in enrollments into Continuous Evaluation and Rapback.
- Ensure all processes and requirements established by NIST and all services performed are carried out in a consistent and reliable manner in accordance with Federal policies and procedures.
- Recommend, develop, and implementing new procedures to foster the efficiency and effectiveness of the HSPD-12 and e-QIP personnel security program.
- Maintain and provide statistical reports and spreadsheets related to security as needed.
Required Experience:
- 2+ years of experience
- Possess an Active Secret security clearance
- Must have undergone a Tier 3 or Tier 5 background investigation, or a periodic reinvestigation within the past three (3) years
- Willing to undergo a periodic reinvestigation every five (5) years
- Additionally, submit an OF-306 “Declaration for Federal Employment”
Additionally,
- Knowledge of USAccess system in order to prepare documents and implement the card access program.
- Knowledge of the e-QIP initiation and review functions, PIPS/CVS applications administered via the DCSA Portal.
- Comprehensive working knowledge of the regulations, policies, principles and procedures of the personnel security program.
- Ability to analyze and evaluate security information in accordance with guidelines and recommend changes or modification to ensure compliance with regulations.
- Knowledge of Federal security laws and regulations as well as Peace Corps policies to interpret and apply such guidelines, manage and/or enhance existing security program activities.
- Exceptional communication skills to interact effectively with customers and to present oral and written reports to officials of the Peace Corps and other agencies.
- Capable of utilizing Microsoft Outlook, Word, Excel, PowerPoint, and Adobe Acrobat at a minimum in order to prepare security paperwork, information, and analysis.
